Project Engineer - Agile Coach
Noblis-ESI seeks a Project Engineer - Agile Coach to provide engineering, programmatic, and agile transformation support to the NRO. This role blends technical project engineering expertise with agile coaching leadership, enabling mission programs to adopt modern delivery practices while maintaining rigorous systems engineering discipline. The candidate will serve as a trusted advisor to government program managers, guiding teams through agile adoption, backlog management, and iterative delivery in support of national security space systems.
Key Responsibilities- Mentor government and contractor teams in agile principles, frameworks (Scrum, SAFe, Kanban), and practices.
- Facilitate sprint planning, retrospectives, PI planning, and backlog refinement sessions.
- Promote servant leadership and continuous improvement across program offices.
- Provide systems engineering and project management support across the acquisition lifecycle.
- Develop and maintain technical baselines, schedules, risk registers, and integration plans.
- Support requirements analysis, verification/validation, and interface management for complex space and ground systems.
- Advise NRO program managers on agile adoption strategies aligned with mission priorities.
- Coordinate across multiple stakeholders (government, FFRDCs, SETAs, contractors) to ensure synchronized delivery.
- Translate technical progress into executive-level briefings and decision support materials.
- Identify process bottlenecks and recommend improvements to enhance delivery velocity and quality.
- Champion metrics-driven performance management (burn-down charts, velocity tracking, defect trends).
- Support cultural change initiatives to foster collaboration, transparency, and adaptability.
- US Citizenship is required
- Active TS/SCI with Polygraph clearance
- Bachelor’s degree in Engineering, Computer Science, Systems Management, or related discipline.
- 8+ years of experience in systems engineering, project management, or acquisition support.
- 3+ years of experience coaching agile teams in government or defense environments.
- Strong knowledge of agile frameworks (Scrum, SAFe, Kanban) and tools (Jira, Confluence).
- Demonstrated ability to lead cross-functional teams and communicate effectively with senior leadership.
- Project Management Professional (PMP), SAFe Program Consultant (SPC), Certified Scrum Master (CSM), or equivalent agile certifications
- Master’s degree in Engineering, Systems Management, or related field.
- Experience supporting NRO, DoD, or IC programs.
- Familiarity with space systems engineering, ground architecture, or mission operations.
- Proven track record of driving organizational change in highly regulated environments.
