Position: Business Development Specialist / Proposal

Strategic Business Development & Proposal Specialist

Schedule: Full-Time, Monday – Friday, 8:00 AM – 5:00 PM

We are looking for a strategic thinker who wants to move beyond simple drafting and into the driver’s seat of the federal capture and proposal lifecycle. This role is designed for a specialist who understands that a winning proposal starts long before the RFP is released.

In this role, you won't just follow a template; you will architect the strategy for our federal growth. Your core responsibilities will include:

  • Capture & Market Intelligence: Utilizing Gov Win, SAM.gov, GSA eBuy, and PIEE to identify trends, monitor the competitive landscape, and track the procurement pipeline.
  • Strategic Narrative Development: Translating complex technical capabilities into persuasive, value-driven narratives that align with agency missions and Section L/M requirements.
  • Pipeline Analysis: Using advanced Excel and BI tools to create dashboards, analyze contract vehicles (OASIS+, IDIQs, GSA), and provide actionable data to senior leadership.
  • Proposal Leadership: Heading the development of compliant, high-scoring responses to government solicitations under tight, high-tempo deadlines.
  • Stakeholder Engagement: Collaborating with technical teams and senior executives to refine “win themes” and ensure every submission is a strategic masterpiece.
Core Competencies for the Next Step
  • Business Intelligence: You don’t just find data; you find the story in the data. You are proficient in Excel functions and data visualization to support “Bid/No-Bid” decisions.
  • Federal Fluency: A deep understanding of the FAR, DoD acquisition processes
    , and the nuances of various contract vehicles.
  • The "Closer" Mentality: A strong ability to synthesize disparate information into a coherent, logical, and winning argument.
  • Relentless Precision: High attention to detail with the ability to manage multiple high-priority BD efforts simultaneously without sacrificing quality.
Qualifications for Success
  • Experience: 5–7 years of experience in federal government contracting, with a heavy emphasis on Business Development (BD) and proposal management.
  • Education: Bachelor’s degree in Business, Marketing, Analytics, English, or a related technical field.
  • Security: U.S. Citizenship is required; must pass background and drug screening.
  • Technical Suite: Proficiency in MS Office (Word, PowerPoint, Excel, Teams) and Adobe Acrobat.
Preferred "Power User" Skills
  • Certifications: APMP (Foundation or higher) or other recognized BD/Capture certifications.
  • Advanced Analytics: Experience with Power Automate, Pivot Tables, and sophisticated market research tools.
  • Visual Strategy: Knowledge of graphic design principles or Adobe Creative Suite to create high-impact visual proposals.
