CLASSIFICATION: Executive Cabinet and Executive Leadership Team Member
REPORTS TO: Superintendent of Schools
SUPERVISES: Business Services, Accounting, Human Resources, Payroll & Benefits, Food & Nutrition, and Purchasing/Warehouse/Printing/Graphics
Position Summary: Provides executive leadership for the District's Business Service, Finance, and Human Resource functions. Serves as a strategic partner to the Superintendent, Executive Cabinet, and departments to ensure organizational effectiveness, fiscal integrity, and a strong, inclusive workforce aligned with the District's strategic plan and desired culture.
Essentials Duties Financial Leadership & Business Services- Lead district-wide budget development, fiscal planning, and long-term financial forecasting.
- Prepare, monitor, and manage departmental and program budgets in coordination with the Superintendent, department heads, and categorical funding leads.
- Analyze and report monthly financial trends, risks, and variances to the Superintendent.
- Provide clear, timely financial reports and statements to the Board of Education and district stakeholders.
- Direct all financing and cash management activities, including bond proceeds, warrants, and investment of district funds.
- Coordinate and execute school bond sales in collaboration with financial advisors and underwriters and ensure compliance with all regulations.
- Ensure compliance with GAAP, GASB, OPEB, and all federal, state, and local financial reporting requirements.
- Collaborate with and serve as the primary liaison to external auditors to maintain strong internal controls, coordinate audit activities, and ensure accurate financial reporting and timely resolution of audit findings.
- Direct and oversee the preparation, accuracy, and timely submission of the district's Annual Comprehensive Financial Report (ACFR), maintain compliance with all financial reporting requirements and ensure that audited financial reports accurately present the financial position of the district.
- Ensure compliance with state financial reporting requirements, including annual financial reports, budget certifications, and required submissions to the Iowa Department of Education.
- Oversee the preparation and submission of all categorical and grant-related financial reports, ensuring allowable expenditures and program compliance.
- Analyze district employee benefit programs, including health insurance, retirement incentives and ancillary benefits, to ensure fiscal sustainability, compliance, and competitiveness.
- Lead and oversee all functions of the Human Resources Department, providing strategic direction promoting a high performing, positive culture and climate.
- Develop and implement comprehensive talent management strategies, including workforce planning, recruitment, selection, onboarding, retention, and succession planning.
- Build strong partnerships with district leaders and hiring managers to support effective communication, trust, and alignment around human capital priorities.
- Oversee staffing processes including staff projection/model, salary placement, and substitute services.
- Analyze and act on exit survey data to inform retention strategies and continuous improvement.
- Collaborate with administrators to ensure consistent systems for employee development, evaluation, and performance management in accordance with employee agreements.
- Maintain and oversee compensation structures, job descriptions, personnel records, and HR data systems in compliance with federal and state law.
- Recommend personnel actions to the Board of Directors, including hiring, transfer, resignation, retirement, and termination, consistent with Board policy and law.
- Supervise the preparation and submission of all required federal, state, and district HR reports.
- Serve as Chief Negotiator for collective bargaining and meet-and-confer agreements; oversee contract and handbook development and revisions.
- Provide oversight of grievances and Resolution Team processes.
- Oversee and monitor all employee leave processes and ensure compliance with all applicable employment laws and regulations, including Federal Family and Medical Leave Act, and the regulations of the Americans with Disabilities Act, the District's workers' compensation and return to work programs, EEO requirements, and Iowa Chapters 102 and 103.
- Manage employment-related reporting requirements.
- Recommend personnel actions to the Board including hiring, transfers, resignations, retirements, and terminations.
- Collaborate with all departments to deliver efficient, high-quality services.
- Co-facilitate the Finance and Facilities Core Committee with the Executive Director of Operations.
