Essential Job Functions- Assists the Director of Human Resources in leading the City’s human resources operations and advancing strategic workforce initiatives across all departments.
- Serves as the Director of Human Resources in the Director’s absence and provides leadership support on citywide personnel matters and workforce initiatives.
- Provides leadership in complex employee relations matters, including workplace investigations, disciplinary actions, grievance resolution, and performance management guidance for supervisors and department directors.
- Supports the administration of Civil Service processes in compliance with Texas Local Government Code Chapter 143, including coordination of examinations, promotional processes, disciplinary procedures, and Civil Service Commission activities.
- Serves as a key advisor to department leadership on workforce policies, employment laws, and Civil Service rules; assists in the development, implementation, and interpretation of HR policies, procedures, and operational guidelines to ensure consistent workforce administration and compliance.
- Assists in the administration and maintenance of the City’s compensation and classification program, including position evaluations, market analysis, pay plan administration, and organizational structure reviews.
- Oversees recruitment and selection processes to support workforce planning and talent acquisition strategies across City departments.
- Ensures organizational compliance with federal, state, and local employment laws including FLSA, FMLA, ADA, COBRA, ACA, and related statutory requirements.
- Supports the administration and communication of employee benefits programs, including vendor coordination, employee education, and resolution of benefits‑related issues.
- Plans and participates in meetings, conferences, training sessions, and organizational events; leads or supports special projects and initiatives as assigned.
- Provides direct supervision and leadership to HR Business Partners and HR support staff, ensuring consistent HR service delivery and policy application across all City departments.
- Leads HR operational initiatives and department‑wide projects, including HCM/HRIS optimization, workforce analytics, and process improvement efforts that enhance organizational effectiveness.
- Bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field.
- Five (5) years of progressively responsible human resources experience within municipal or local government.
- Three (3) years of supervisory or management experience leading staff who support employee relations functions.
- Professional HR certification (SHRM‑CP/SCP, PHR/SPHR, IPMA‑HR) a plus.
- Ability to build and maintain trusted relationships with executive leadership, department directors, and employees.
