Position Purpose

The Town of Cave Creek operates two separate water systems, Cave Creek and Desert Hills. The Cave Creek Water System consists of treated water from the City of Phoenix and a 3 million gallon per day (MGD) surface water facility that treats and delivers Central Arizona Project (CAP) water. The Desert Hills system is groundwater‑based and is supplemented with treated CAP water from the Cave Creek system to meet both demands and the need for arsenic blending.

Under the general direction of the Utilities Director, the Plant Supervisor oversees the Town’s Water Treatment Operations to ensure compliance with Federal and State safe drinking water, Clean Water Act and other regulations. The role requires leadership, supervision and training of all water treatment plant operators, and the individual must be listed as the Water Treatment Operator of Record for both the Cave Creek and Desert Hills systems.

Essential Functions and Abilities
  • Provide daily oversight, operations and maintenance of a water treatment plant including all required regulatory compliance.
  • Provide daily oversight and management of purchased water.
  • Plan, prioritize and assign daily work; monitor all aspects of operations, maintenance and repairs.
  • Perform administrative tasks including establishing operating procedures, assisting with bid specifications, developing budgets, reviewing expenditures, reviewing time sheets and maintaining attendance records.
  • Oversee collection of daily water samples for in‑house and off‑site laboratory analysis.
  • Operate and document daily process information using the in‑house water process control laboratory; calibrate and repair laboratory analytical equipment.
  • Diagnose and correct water process chemistry.
  • Perform general periodic maintenance for all water process equipment (pumps, blowers, chemical feed equipment, solids handling, dewatering, filtration, and other unit processes).
  • Ensure buildings and grounds are clean and inspection‑ready.
  • Provide information required by management, local, state and federal agencies.
  • Coordinate projects and work activities with other divisions, departments, contractors and outside agencies.
  • Maintain a comprehensive CMMS, inventory systems and fixed asset records.
  • Supervise and train all treatment staff, fostering self‑directed teams that operate safely and efficiently; recommend new technologies and work methods.
  • Assist in preparing and implementing capital and operating budgets; manage capital and operational improvement projects.
  • Perform other related duties as assigned; may be called upon to assist other divisions within the Town.
Supervision – Responsibility for the Work of Others
  • Supervise and coordinate assigned operators and technicians.
  • Carry out supervisory responsibilities in accordance with Town policies, procedures and applicable laws, including interviewing, hiring, training, appraising performance, rewarding and disciplining employees, addressing complaints, resolving problems and planning, assigning and directing work.
  • Provide oversight for the planning, inspection, maintenance and repair of the Town’s water treatment systems.
  • Coordinate and monitor contractor work and performance.
  • Communicate with supervisors and clients as required.
Minimum Education , Training or Experience
  • Any combination of training and experience equivalent to five (5) years of operation and maintenance of a water treatment plant, including one (1) year of supervisory experience at the plant level.
  • Must possess and maintain a valid, unrestricted Arizona Driver’s license.
  • Must possess and maintain a Grade 4 Water Operator certification from the Arizona Department of Environmental Quality (ADEQ) in the discipline of Water Treatment.
