Purpose StatementThe job of Assistant Director-Human Resource Services (JC635) is done for the purpose/s of managing department operations; directing communication and implementation of enrollment services and professional development; monitoring compliance with financial, administrative, and legal requirements; and supervising department personnel.
This job reports to Director-Human Resource Services
Essential FunctionsAnalyzes information and data from a variety of sources (e.g. Board, pre-service institution partners, legal and programmatic consultants, enrollment software reports, etc.) for the purpose of ensuring that options and systems of the Human Resource Department are developed and implemented in compliance with legal requirements and District goals and objectives.
Assists directors and other administrators (e.g. preparing and presenting professional development opportunities for a variety of staff members, etc.) for the purpose of growing the organization and maintaining compliance.
Collaborates with a variety of stakeholders (e.g. district staff, leadership team, local and international recruitment services, government agencies, etc.) for the purpose of conveying and receiving information, problem-solving, generating recommendations, and developing and nurturing positive working relationships.
Coordinates Human Resource Service programs and activities (e.g. contract explanations, department staff professional development activities, training, etc.) for the purpose of ensuring the administration and implementation of contract provisions, laws, regulations, rules, and related matters meet District goals and objectives.
Develops a variety of programs and activities (e.g. presentations, technology systems, training, temporary services, etc.) for the purpose of ensuring services are delivered in alignment with department and district goals and objectives and within budget.
Directs, implements and coordinates NCSD environmental health and safety programs for the purpose of mitigating risk and ensuring the safety, health, and welfare of students, staff, and patrons.
Facilitates a variety of meetings related to Human Resource Services (e.g. department meetings, team-building activities, school-site meetings, meetings to update HR/employee services processes and legal requirements, etc.) for the purpose of presenting necessary information for making decisions and recommendations, increasing the efficiency and effectiveness of employee services-related communication in the district, and enhancing excellent customer service.
Investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that provide a healthy work environment.
Maintains a wide variety of information (e.g. files, records, temporary services usage, professional development offerings, grants, enrollment, etc.) for the purpose of providing an up-to-date reference and audit trail for compliance.
Maintains strict (or complete) confidentiality on personnel and student issues (e.g. personnel records, medical records, surveillance videos and images, student data, confidential communication, etc.) for the purpose of protecting personal information for staff and students.
Manages department components (e.g. enrollment, required state and federal reports, benefits eligibility, etc.) for the purpose of maximizing the efficiency of the work unit, meeting legal and financial requirements and District goals and objectives; and ensuring the delivery of excellent customer service.
Oversees department operations (e.g. enrollment and registration, temporary services, professional development, salary upgrades, etc.) for the purpose of implementing and delivering services in compliance with legal requirements and District goals and objectives while ensuring accuracy.
Participates in a variety of meetings (e.g. Human Resource leadership meeting, training, in-service activities, conferences, etc.) for the purpose of increasing professional knowledge and conveying and gathering information required to perform functions.
Prepares a wide variety of materials (e.g. procedures, reports, letters, etc.) for the purpose of documenting activities, providing written reference, conveying information, and complying with financial, legal, and administrative requirements.
Presents information on a variety of Human Resource Services topics (e.g. benefits packages, legal requirements, etc.) for the purpose of communicating information, gaining feedback, and ensuring adherence to established internal controls.
Recommends policies and actions (e.g. issues related to Human Resource Services, etc.) for the purpose of providing direction and decision making.
