Class Summary

The City of Casper is seeking a customer-focused Permit Technician to support our Community Development Department. This position plays a key role in helping residents, contractors, and developers navigate permitting and licensing requirements while ensuring compliance with local, state, and federal regulations.

What You’ll Do
  • Assist the public with permit and license applications, procedures, and requirements
  • Review, process, route, and issue permits; calculate and collect applicable fees
  • Maintain accurate records and enter data into the City’s computerized permitting system
  • Provide information on zoning, building codes, ordinances, and project status
  • Support administrative functions, reporting, and special projects as assigned

Incumbents are responsible for performing a variety of duties in support of the Community Development Department with providing customer assistance and guidance on codes, ordinances and policies regarding various licenses and permits; receive, review, route and process applications and permits.

Reporting Structure

Receives general supervision from the Building and/or Code Enforcement Supervisor and higher-level management staff.

Typical Class Essential Duties
  • Processes permit and project applications by verifying all information necessary for plan review and fee determination; verifies professional and contractor licensing; routes to inspectors for review, calculates and monitors fees or other charges collected for licenses and permits; issues permit numbers; and prepares files, cards, and fee receipts.
  • Enters the applicable contractor, and construction related data into specialized computerized permitting system ensuring conformity with applicable license and permitting codes.
  • Performs a variety of administrative tasks including filing, record keeping, scheduling and coordinating meetings; transcribing meeting minutes; maintaining and updating a department website and social media sites; managing supervisor’s and/or departmental calendars.
  • Provides information and education to developers, contractors, and the general public regarding building issues such as zoning, property information, procedures, and ordinances.
  • Assists in completing permit applications by explaining building permit requirements; assists and advises the general public in matters relating to building requirements and the status of submitted projects.
  • Compiles data from issued permits to prepare monthly reports for various city, state and federal agencies, or as assigned.
  • Creates customer and permit files for various documents; enters application data into an electronic database and manual filing systems; compiles and maintains accurate and detailed records.
  • Participates and assists in the coordination and administration of special projects, events, and/or programs as assigned.
  • Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
  • Performs other duties of a similar nature or level.
Knowledge Of
  • Basic knowledge of building codes and City permits.
  • Modern office procedures, methods and use of technological equipment including database management.

  • Fiscal record keeping.
  • Federal, state, and local laws, policies, and guidelines relating to licensing and permit activities.
