Position: Grants Administrator - Housing (Grant Funded)

Responsibilities
  • Coordinate grant funding and resource development programs for Pinal County, including needs assessment, research, proposals, procurement, partnership development, and program management.
  • Coordinate all grant applications submitted by the County and assist departments with grant projects under general supervision.
  • Research and identify grant funded programs from state, Federal, Tribal, and corporate sources that meet County needs and align with strategic goals.
  • Develop proposals to apply for grant funded resources, and write and edit grant proposals, budgets, contracts, recommendations, communications, and quarterly reports.
  • Lead and coordinate the approval and submittal of County applications for grant funds and public/private programs.
  • Ensure grant proposals, projects, and reporting are coordinated and compliant with state and Federal rules, County policies, and funding agency requirements.
  • Advise County management on grant program issues and provide technical information to staff; explain grant program rules, regulations, policies, and procedures.
  • Supervise staff, plan work, assign projects, and ensure quality and timely completion of duties.
  • Collect, compile, analyze, and maintain data on County programs and uphold integrity and accountability in line with County values.
  • Promote workplace values of accountability, commitment, and teamwork; maintain confidentiality of work-related issues and records.
  • Perform other related duties as required.
Position

Specific Duties – Housing
  • Ongoing quality control of tenant files for eligibility, income and asset calculations, and compliance requirements.
  • Review records for compliance with HUD regulations and Housing Authority policies.
  • Review housing program implementation, including eligibility determinations and notices to participants and owners.
  • Assist with preparing and reviewing data for Section Eight Management Assessment Program submission and financial audits.
  • Submit completed 50058 reports, identify and track errors, and provide technical support in compliance, data collection, and analysis for housing programs.
  • Provide oversight and direction to the Housing Specialist on compliance issues and training needs.
Qualifications
  • Associate’s degree in Business or Public Administration or a related field.
  • Three (3) years of experience in government grant applications and research.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications
  • Arizona residents must have an Arizona Driver’s License upon hire; new residents must have one within 30 days of hire.
  • Special training and certifications through HUD and the Arizona Department of Economic Security.
Knowledge, Skills, and Abilities
  • Knowledge of the grant application and administration process, and grant fund accounting concepts.
  • Knowledge of Federal and state public housing program regulations (CFR, HUD, Section
    8) and related eligibility.
  • Knowledge of regional community service agencies and public assistance programs.
  • Ability to apply program standards, grant program standards, and County policies; analyze and prepare grant proposals and technical reports.
  • Ability to use initiative and independent judgment within established guidelines; prioritize multiple tasks and projects.
Physical Demands

The work is medium in intensity and requires lifting up to 30 pounds, frequent fingering and handling, and the ability to stand, walk, hear, speak, and perform related tasks.

Work Environment

Work is performed in a safe and secure environment with potential periodic unusual demands.
