Overview
Primary
Purpose:
- Responsible for overall operation of assigned locations including safety, regulatory compliance, budget preparation and stewardship, personnel matters, training compliance, technical and engineering project oversight, and federal/state/public liaison. This position may act as Incident Commander in the event of a Terminal or Pipeline emergency and will lead the Emergency Response List (ERL) calls for the covered facilities.
- Responsible for all Products Pipelines Pacific Southern West Division assets.
- Coordinates and manages the performance of direct reports, including Area Managers and support personnel, to safely and efficiently operate and maintain the terminals, pipelines and any associated facilities.
- Lead multiple operational support functions including the following:
Safety, Emergency Management, Control Room Management, Training, Work Management and Damage Prevention spanning the Products Operations Organization.
Essential duties and responsibilities:
- Responsible for promoting safety in budgeting, participating with various safety teams and comparing safety performance to KM corporate safety goals.
- Maintains an up-to-date working knowledge of regulatory and company operating requirements and coordinates activities with regulatory agencies, other company departments, customers, the public, and Senior Management.
- Acts as Incident Commander and Qualified Individual for any emergency responses and as leader of the Emergency Response Team for the systems. Coordinates emergency response activities in conjunction with the Crisis Management Team. Activate and coordinates the Crisis Support Team if necessary. May act as the spokesperson to the media in the event of an emergency with media coverage.
- Directs performance to meet or exceed all safety, budgetary, and regulatory compliance goals and ensures alignment with corporate goals.
- Coordinates activities of field operations with the Houston Control Center - Pacific, Project Managemtn, Engineering, Integrity, and Finance Departments.
- Ensures overall environmental compliance for pipelines and terminals. Has authority to obtain all resources necessary to minimize environmental impact in the event of a hazardous material release.
- Ensures consistent application of performance management and work practices.
- Develop and stewards professional employee development to meet changing staffing needs.
- Coordinates, prepares or maintains various reports, records, diagrams and other documents concerning maintenance and operations issues, expense management, safety & regulatory compliance, and employee administrative issues.
- Responsible for ensuring employees are familiar with manuals, policies, and Technical Standards.
- Promotes safety and training activities. Ensures that employees have received required DOT/OSHA, Operator Qualification, and other necessary training.
- Prioritizes and stewards operations & maintenance budgets. Oversees & administrators approved budgets.
