Overview
The Silver State Health Insurance Exchange operates under the Division of Consumer Health Services within the Nevada Health Authority. The Exchange serves as Nevada’s marketplace for health insurance, connecting eligible individuals and families who are not covered by employer-sponsored insurance, Medicaid, or Medicare with qualified health plans.

, the Exchange facilitates access to Affordable Care Act–compliant and state-certified health plans. Eligible consumers may also receive financial assistance, including subsidies, to help reduce monthly premiums and out-of-pocket healthcare costs. Education
:
Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a closely related field. A master’s degree is preferred.
Experience:
- A minimum of four years of progressively responsible experience in operations or information technology leadership roles.
- Demonstrated experience working with Medicaid programs and state-based health insurance initiatives.
- Proven background in vendor contract management and procurement development.
- Experience leading and scaling teams and managing organizational change initiatives.
- Expertise in project and program management; PMP or comparable certification preferred.
Skills and Abilities:
- Strong analytical, problem-solving, and decision-making skills.
- Working knowledge of state and federal healthcare regulations and compliance requirements.
The Operations Manager provides leadership and oversight of operational and technology initiatives for the Silver State Health Insurance Exchange during a period of significant transformation within Nevada’s healthcare system. This position is responsible for managing core exchange operations, overseeing vendors and information technology systems, and leading integration efforts with the Nevada Health Authority and other state agencies.
This role supports Nevada’s transition to a determination state with an integrated eligibility system, ensuring coordinated operations, system alignment, and compliance across programs and agencies.
Key duties include:
- Operational Leadership:
Direct and manage exchange operations, including call center performance, enrollment processes, and customer service delivery to ensure efficiency, accuracy, and compliance. - Agency Integration:
Lead the integration of systems, processes, and workflows with partner state agencies, supporting seamless coordination and interagency collaboration. - Vendor and Contract Management:
Oversee complex vendor relationships, including contract development, performance monitoring, and compliance with service level agreements (SLAs). - Procurement Oversight:
Develop and manage procurement strategies for operational and technology needs in accordance with state procurement requirements. - Team Leadership and Development:
Lead and develop operational and technical teams, promoting accountability, performance management, and continuous improvement. - Policy Implementation:
Interpret and translate state and federal policy changes into operational and information technology strategies to support timely and effective implementation. - Technology Oversight:
Provide strategic oversight of IT systems supporting exchange operations, including system security, data integrity, and ongoing enhancements. - Project and Program Management:
Plan, coordinate, and oversee large-scale operational and technology projects from initiation through implementation. - Stakeholder Engagement:
Collaborate with state agencies, Medicaid partners, vendors, and executive leadership to align operational activities with strategic objectives.
