Counter Technician – City of Bullhead City

Position SummaryThis full‑time, FLSA non‑exempt position is based in Carson City, Nevada. Under general supervision, the incumbent provides customer assistance and administrative/technical support for building and planning permit applications and related project submittals, and reviews and processes applications/permits.
Examples of Duties- Assist the public in person, by phone, and by email; answer inquiries regarding building permits, engineering permits, plan review, inspections and discretionary permits.
- Interpret, explain, and apply relevant policies, rules, regulations, codes, and standards.
- Review both residential and non‑residential plans and applications for completeness and general code compliance; provide contractors, architects, engineers, builders, and the general public with written and verbal general code information, guidance, and information on submittal requirements to comply with the building, plumbing, electrical, and mechanical codes and related city regulations.
- Process building, engineering, and planning permits and plans; ensure proper approvals, route plans to appropriate persons and departments for review and sign off, and resolve complaints efficiently and in a timely manner. Track plans after submittal to ensure their return in a timely manner.
- Perform technical and/or specialized office support work, which may require the exercise of independent judgment, the application of technical skills, and knowledge of detailed or specialized activities.
- Work with other departments involved in the approval process; coordinate the resolution of issues and concerns.
- Calculate fees and prepare invoices; prepare plans and documents for issuance of permits; update plans and permit lists; inform the customer of plan‑ready status.
- Collect funds, issue receipts, and balance monies received daily.
- Perform a variety of office support work, including data and computer entry and opening mail, filing, and telephone support.
- Retain plans and documents as part of the records retention requirements.
- Prepare statistical reports reflecting land development activity.
- Utilize Assessor database, parcel pages, and other resources as appropriate.
- Prepare a variety of general correspondence to include refund request memos, forms, brief instructions, permit application letters, etc.; edit materials for completeness, accuracy, consistency, and adherence to policies and procedures.
- Contribute to the efficiency and effectiveness of the department's service to its customers by offering suggestions and directing or participating as an active member of a team.
- Represent the City with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public; act in a manner that promotes a harmonious and effective workplace environment.
- Use a variety of standard office equipment, including a personal computer, in the course of the work.

Education and ExperienceHigh School Diploma and two (2) years of clerical/administrative experience; or an equivalent combination of education, training, and experience as determined by Human Resources.
Required Certificates, Licenses, and Registrations- Must obtain and maintain, within one year of hire and throughout employment, an International Code Council (ICC) Permit Technician Certificate.
