New Opportunities, a respected 501(c)(3) Community Action Agency based in Carroll, Iowa, is seeking a highly qualified and strategic financial leader to serve as its Chief Financial Officer (CFO). The organization employs approximately 140 staff members and manages a strong annual operating budget of $16.4 million.
The CFO is a key member of the executive leadership team and is responsible for overseeing all fiscal operations of the organization, including budgeting, financial planning, audits, financial reporting, internal controls, and regulatory compliance. This position plays a critical role in ensuring the financial integrity, sustainability, and strategic growth of the organization.

GENERAL SUMMARYDirects all functions of the financial operation of a 501(c)(3) non‑profit corporation that operates approximately 90 grants involving Federal, State, and local funding sources. Responsible for the maintenance and management of the organization’s accounting system and resources, the preparation of all financial reports to the funding sources, and providing financial information to the Board of Directors, CEO, and Program Directors. Oversight of general accounting, property inventory accounting, and budget development.
ESSENTIALFUNCTIONS
- Maintains and oversees the daily accounting system and staff, including supervision of accounts payable, payroll, cash receipts, and general ledger journal entries.
- Evaluates data pertaining to costs to plan budgets.
- Evaluates financial reporting systems, accounting and collection procedures, and investment activities, and makes recommendations for changes to procedures, operating systems, budgets, and other financial control functions.
- Supervises and evaluates fiscal staff; provides coaching on accounting related topics.
- Manages the agency’s cash flow to minimize the use of the line of credit.
- Has ultimate responsibility for approving disbursements in accordance with Board Policy.
- Prepares and/or reviews the monthly, quarterly, and annual financial activity reports and financial statements.
- Assists the Program Directors with the preparation of their program budgets and regularly meets with Directors to review funds.
- Presents appropriate financial information to the Board of Directors and the CEO to ensure sound financial decisions.
- Oversees inventory system of agency assets.
- Prepares and/or reviews compliance reports to the funding sources.
- Monitors year‑end program closings to ensure program compliance for expenditure of funds.
- Responsible for the development of the annual operating budget and preparation of the indirect cost proposal.
- Responsible for coordination and preparation of financial records for the audit.
- Responsible for ensuring compliance with OMB Circulars, State, and Federal grant requirements.
- Maintains relationships with financial institutions, vendors, and contractors.
- Other duties as assigned by the CEO.
- Knowledge of Fund accounting.
- Knowledge of professional accounting principles, theories, concepts and terms.
- Ability to classify accounting transactions, maintain and reconcile accounts, prepare reports and financial statements.
- Ability to develop budgets and forecasts.
- Knowledge of Microsoft Office.
- Basic understanding of human resources laws as it relates to wage and hour, employee classification, with holdings, and wage comparability.
- Ability to supervise and direct personnel assigned.
- Ability to work in a team‑based environment with Board of Directors, CEO, staff, business and community contacts.
- Possess excellent oral and written communication skills necessary to communicate the financial condition of the agency.
- Possess a high degree of organizational, time management, and analytical skills.
- Ability to work with confidential information.
