Overview
The Development Manager role is established to oversee and facilitate projects throughout the entire process starting with land acquisition through project closeout, even continuing through operational start-up and beyond. The Development Manager main objective is to organize and efficiently facilitate the development and construction process, working with and coordinating the work of all necessary participants, both internal and external, third party and self‑performed or managed work.
Manages process through tools such as , Procore, MS Project and Office and other facilitating software or programs. The Development Manager must have excellent communication skills, be very organized, have knowledge of the development and construction process, be able to focus and execute or facilitate the execution of tasks with efficiency and urgency.
The Project Development Manager will work with Leo Brown Development Managing Directors (MD’s), the CFO, Design Managers (DM), the Grand Contracting Construction teams, various other associates, 3rd‑party consultants, and Tenant / Operators including Traditions Management, co‑owned by Leo Brown Group.
The Development Manager will report to the Managing Directors and CFO at times for project specifics and will report to the Managing Director of Operations overall.
Land Acquisition / Purchase & Sale Agreements (PSA’s)- Provide exhibits and support information for PSA’s as required.
- Establish and track PSA deadlines and obligations.
- Notify internal stakeholders of impending deadline, assist with exercising, preparing, or negotiating extensions as necessary.
- Work with Managing Director (MD) and Design Manager (DM) to establish Site Fit Plans.
- Work with MD and DM to identify current zoning requirements and re‑zoning approval process if needed.
- Work with MD to identify any incentive requirements.
- Work with MD to identify any licensure requirements.
- Assist and participate in community outreach, meetings, etc. as identified or required.
- Work with DM to identify Development Plan Approval Process.
- Work with DM to identify all Approvals Process.
- Create and maintain Development Schedule.
- Order title commitment, and ALTA Survey (Boundary and Topo Surveys when appropriate).
- Review Title Commitment and ALTA Survey, facilitate further review by consultants, internal stakeholders, and legal counsel.
- Assist MD with Market Study as needed.
- Identify Due Diligence Services needed and obtain proposals.
- Order Due Diligence Services as approved by MD(s).
- Research and identify all permit and impact fees.
- Organize, schedule, and attend pre‑application meetings with municipal planning, development, and permitting officials. Identify and confirm all application and approval requirements, deadlines, etc.
- Assist MD and DM with licensure and incentive applications as needed.
- Review and analyze all due diligence information, identify stakeholders ASAP if any detrimental issues are encountered.
- Work with CFO, DM, and Construction with establishing, inputting, and maintaining soft and hard cost budgets for proforma.
- Work with DM, CFO, and Construction to establish timeline for confirming hard costs and update of proforma for solicitation of debt and equity. Enter timeline into Development Schedule.
- Monitor soft and hard cost budgets during development up to closing.
- Establish and maintain Pre‑Development and Design Budget, track and report spend through closing.
- Manage and maintain Development budget, including both soft and hard costs after closing during the duration of the project construction and close‑out.
- Gather and provide all Due Diligence documents and coordinate transfer to Lender and Equity upon direction from CFO.
- Assist MD and DM with Re‑zoning and Development Plan approvals as necessary. Complete or assist with applications, tracks timelines, attend meetings and perform other tasks as necessary for the re‑zoning and Development Plan approval efforts.
- Work with DM to obtain Design Consultant proposals as well as drafting, negotiating, and finalizing Design Agreements & Contracts. Obtain certificates of insurance from all Design Consultants.
