Overview

Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste. Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as an Acquisition Services Manager and join our team located in Carlsbad, New Mexico.

Responsibilities

Responsible for the overall execution of the Acquisition Services Department on an established Department of Energy (DOE) facility for the Management and Operating (M&O) Contractor. This role includes managing the work efforts of managers, supervisors and professionals; staffing, performance appraisals, pay reviews; making decisions based on project objectives and allocated resources; regular direct interaction with the customer, suppliers, functional and/or senior management on departmental/project matters;

establishing, assuring, and reporting on adherence to budgets, schedules, work plans, and performance objectives; and, risk identification and resolution. This position reports to the Baseline Integration Manager. This position is in Carlsbad, New Mexico.

Overseeing administration of SIMCO’s $3B prime contract, this role is responsible for supervision and administration of the prime contract function as well as subcontract/supply chain functions and related policies, procedures, and compliance. The approximately 40 person team includes prime contract professionals, subcontract specialists, buyers, expediters, subcontract administrators and p-card program administrators.

This role is responsible for strategy and sourcing activities for subcontract acquisitions, including Capital Asset Project and minor construction subcontracts; analysis and due diligence in market research and risk assessment, working with finance, legal, and operations teams; negotiation and deal management at the prime and subcontract level for negotiations on terms and pricing to secure favorable outcomes; project and team leadership to manage the end-to-end acquisition process, and manage cross functional teams.

Identifies opportunities for revenue enhancement, schedule relief and avoidance of unallowable costs and takes appropriate actions to protect SIMCO’s interest and/or improve performance. Ensures the monitoring of safety, quality, cost, and performance and that all contractual duties and obligations are met by all parties at the prime as well as at the purchase order and subcontract level.

Skills And Abilities
  • Ability to establish operational objectives and work plans, and delegate assignments to subordinates.
  • Communicate on an executive and senior management level and clearly and knowledgeably discuss matters/topics related to Acquisition Services operations.
  • Participate in the development, modification, and execution of company/project policies and initiatives that affect immediate operations and may also have company/project-wide effects.
  • Utilization of extensive knowledge of Federal procurement regulations, including the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulations (DEAR) and relevant subject matter expertise.
  • Previous senior level management experience is a must with comparable span of control and budgetary experience. Practical skills in oral and written communication is required.
Minimum Requirements

  • Master's degree with thirteen (13) years of relevant experience, or
  • Bachelor’s degree with fifteen (15) years of relevant experience is required.

Preferred Requirements
  • Experience in government prime administration and subcontracting with Department of Energy (DOE) or another Federal Agency with broad spectrum of procurement expertise.
  • CPM, CPCM, or Core FAC certifications such as APDP Level II or III or DAIWA Level III are desired.
