Job Description
The Project Controls Lead (PCL) is responsible for implementing overall project controls direction and ensuring effective cost, schedule, and change management across capital projects. This role provides leadership and expertise in project cost estimation, schedule development, progress measurement, and management of change, ensuring projects are delivered on time and within budget. The PCL will coordinate with project teams, contractors, and stakeholders to maintain accurate reporting, identify potential risks, and promote capital efficiency.
This role requires strong analytical skills, experience in large-scale projects, and the ability to mentor and lead project controls personnel in a collaborative team environment. The position may require travel or relocation to project sites.
Responsibilities- Provide leadership and oversight for project cost, schedule, progress measurement, and change management activities.
- Develop and implement Project Controls Plans and Management of Change (MOC) Plans.
- Coordinate and communicate priorities for estimating, planning, and cost control activities.
- Lead preparation and maintenance of cost structures, budgets (Original Control Budget, Current Control Budget), master schedules, and project planning documentation.
- Collect, analyze, and report project cost and schedule information to assess status and identify risks.
- Facilitate management of change processes and capital efficiency initiatives.
- Collaborate with controllers, project managers, and stakeholders on budget, invoices, and Work-in-Place (WIP) development.
- Participate in bid evaluations, contract price budgets, and contract control schedules.
- Ensure contractor compliance with cost and schedule control requirements, including review and endorsement of schedules, progress reports, and cost forecasts.
- Assist in the development of corrective actions, recovery plans, and estimate confidence packages.
- Prepare and support project reviews (e.g., Gates Reviews, Advance Commitments, Full Funding) with accurate cost and schedule data.
- Mentor project controls engineers and planners, providing guidance on best practices and alignment with project objectives.
- Promote continuous improvement, creativity, and capital efficiency across projects.
- Bachelor’s degree in Engineering, Engineering Technology, Construction Management, or a related field preferred.
- Minimum of 5 years’ experience in project controls within oil & gas, energy, or large-scale infrastructure projects.
- Supervisory or team leadership experience.
- Certifications in project management or project controls (Primavera, PMI, AACE, or equivalent) preferred.
- Strong knowledge of project management best practices and key project processes.
- Proficiency in cost control, schedule control, forecasting, and reporting tools.
- Advanced Excel and PowerPoint skills; strong analytical and computing capabilities.
- Excellent interpersonal, communication, and mentoring skills.
- Ability to adapt to changing priorities and respond to urgent analysis requests.
- Willingness to work onsite at project locations, including possible travel or temporary relocation.

Approximately 18 months (ending expected Sep–Oct 2027) - Location:
Preferred Carlsbad, NM (with site availability), Midland considered (1–2 nights per week onsite) - Pay: $93 per hr, and $125 per diem
