- Provide senior-level, independent consulting and advisory support to the Director of the Office of Business Operations (OBO), serving as a trusted advisor on all OBO functional areas.
- Perform high-level technical reviews, strategic analyses, and program oversight activities to support executive decision-making with minimal federal direction.
- Develop decision-ready briefings, analyses, and recommendations to support leadership actions across business operations and mission support functions.
- Review federal and contractor performance within OBO’s scope, identify deficiencies, assess risks, and recommend corrective actions and process improvements.
- Provide expert advisory support related to the DOE Environmental Management (EM) budget formulation and execution process, including implications to mission and business operations.
Oversight & Technical Review
- Conduct senior-level reviews of Human Resources processes, including workforce planning, staffing strategies, onboarding, position management, and organizational effectiveness.
- Evaluate federal training programs for compliance, governance, efficiency, qualification processes, and modernization opportunities.
- Review Records Management programs to ensure federal and contractor compliance with DOE records requirements.
- Assess Document Control programs and processes, including requirements implementation, workflow adequacy, and compliance assurance.
- Review budget-related documentation to ensure programmatic alignment, accuracy, and appropriateness.
- Support Management and Program Analysis activities aligned with OBO organizational objectives.
- Coordinate CTAC business support activities to ensure alignment with OBO priorities.
- Support review of budget formulation and execution activities and communicate the operational and mission impacts of budget decisions.
- Assist the Director in developing integrated business operations inputs for budget planning and execution.
- Ensure alignment between budget strategy, workforce planning, training, and overall business operations.
- Identify training gaps, redundancies, and inefficiencies across federal programs and recommend modernization strategies.
- Support development of updated training processes, metrics, governance structures, and documentation.
- Improve training compliance, tracking, and program effectiveness.
- Independently identify, analyze, and support resolution of issues across all OBO functional areas.
- Coordinate corrective actions across federal and contractor organizations to ensure timely and effective resolution.
- Represent OBO in internal and external meetings, reviews, and technical discussions at the direction of the OBO Director.
- Prepare technical review packages with documented findings and recommendations.
- Develop executive briefings, issue analyses, and decision-ready documents.
- Draft and update business processes, workflows, and governance documentation.
- Produce monthly activity summaries detailing accomplishments, risks, and upcoming priorities.
Bachelor's or master's degree in applicable field of study with 25 years of experience in the applicable field, with leadership experience, OR a Ph.D. in a related discipline with 15 years of experience.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
