Under general direction of the Deputy City Manager of Administrative Services, the Human Resources Director provides executive leadership and strategic direction for the Human Resources Department, overseeing comprehensive citywide HR programs and services. The City of Carlsbad is seeking a collaborative, forward-thinking professional to serve as the Human Resources Director. The ideal candidate is a highly experienced, hands‑on human resources leader who leads with empathy, integrity, and accountability.

Candidates must be comfortable directing changes, mentoring staff, and holding teams to high performance standards while remaining approachable, supportive, and visible. This leader must be willing to roll up their sleeves, provide guidance when needed, and be present for staff. The successful candidate brings a strong background across all areas of human resources, with particular strength in labor relations, risk management, classification and compensation, employee relations, and workplace investigations.

The annual salary range for the Human Resources Director is $202,755-$246,683; placement within this range is dependent on qualifications and experience.
