Position: Qualified Social Worker (Adults)

Neway International are seeking a Social Worker – Level 2 to join our client based with Cardiff Council.

Cardiff Council’s Adult Services team supports adults across the city to live safely, independently, and with dignity. Their work is grounded in the Social Services and Wellbeing (Wales) Act and focuses on person‑centred practice, safeguarding, and partnership working. The service is committed to delivering high‑quality, strengths‑based social work that enhances wellbeing and supports positive outcomes.

The Role

The Social Worker will assist individuals experiencing significant challenges, helping them enhance independence, develop coping skills, and access appropriate support. Working within statutory frameworks, the role involves assessing needs, managing risk, commissioning services, and reviewing care plans for adults who may be vulnerable or s position requires confident professional judgement, strong case management skills, and the ability to work collaboratively across multidisciplinary teams.

Key Responsibilities
  • Review and maintain up‑to‑date knowledge of legal, policy, and procedural frameworks.
  • Work with individuals to help them make informed decisions and express their needs.
  • Assess needs, risks, and options in line with statutory requirements, including safeguarding.
  • Plan, implement, and review interventions for individuals and their families.
  • Support individuals to enhance independence and coping skills.
  • Prepare for and participate in decision‑making forums.
  • Manage and prioritise a varied caseload using accountable professional judgement.
  • Monitor and evaluate the effectiveness of interventions through supervision and reflective practice.
  • Contribute to service outcomes and team‑based approaches to casework.
  • Participate in duty rotas, supervision, appraisal, and team meetings.
  • Record unmet needs and maintain accurate client data in line with Council policy.
  • Work within budget frameworks to identify appropriate care packages.
  • Use corporate systems to support care management processes.
  • Uphold equality, safeguarding, health and safety, and climate‑responsibility commitments.
  • Work flexibly across locations as required by the service.
Candidate Requirements

Essential:

  • Degree in Social Work or equivalent.
  • Current registration with Social Care Wales.
  • Experience working with adults within a relevant team or service area.
  • Knowledge of the Social Services and Wellbeing (Wales) Act and the Mental Capacity Act.
  • Ability to produce clear written and verbal accounts of casework.
  • Strong assessment and risk‑analysis skills.
  • Ability to communicate effectively and creatively with vulnerable adults.
  • Strong organisational skills and ability to meet service delivery targets.
  • Advocacy skills and ability to work across disciplines and agencies.
  • Knowledge of relevant legislation, policies, and procedures.
  • Commitment to equality, anti‑discriminatory practice, and partnership working.
  • Full driving licence and access to a vehicle.
  • Willingness to work outside normal office hours when required.

Desirable:

  • Experience managing a caseload of varying complexity.
  • Understanding and experience of safeguarding vulnerable adults.
  • IT skills and experience using information systems.
  • Ability to speak Welsh or community languages.
  • Experience working in complex or changing service environments.
