Job Details

To fulfil the statutory role of Responsible Financial Officer (s151) for CCR, ensuring the proper administration of financial affairs in accordance with Section 151 of the Local Government Act 1972.

The post holder will provide strategic financial leadership and stewardship of public funds, maximising the impact of CCR’s resources and supporting delivery of a robust

Medium-Term

Financial Plan to ensure long-term sustainability.

The role will inform, challenge, and support CCR’s investment, commercial, and growth ambitions, demonstrating strong commercial acumen, strategic insight, and solutions-focused leadership.

This includes supporting the delivery of large-scale, complex programmes while ensuring compliance with financial, governance, and statutory requirements.

Key Accountabilities

* Provide whole-organisation strategic financial leadership to support CCR’s long-term growth, sustainability, and statutory obligations.

* Maximise the value and impact of CCR’s strategic resources, including investment funds, levies, external funding, recycled funds, and fiscal levers.

* Develop and oversee frameworks that support sustainable future funding and unlock the value of CCR’s assets and investments.

* Ensure effective financial planning, risk management, governance, and assurance across all CCR activities.

* Work collaboratively with s151 counterparts across the 11 constituent member authorities to align strategic financial planning and delivery.

* Promote responsible stewardship of public funds while delivering tangible economic and social benefits for the region.

Principal Duties and Responsibilities

* Act as Responsible Financial Officer (s151) for CCR, providing effective and efficient financial leadership across all plans, policies, and programmes.

* Shape, develop, and lead the business unit in line with CJC Regulations, maximising financial flexibilities and delivering the Target Operating Model.

* Lead the development and delivery of the Medium-Term Financial Plan, ensuring future funding supports the Regional Economic and Industrial Plan.

* Oversee the CCR Assurance Framework, ensuring compliance with the UK Government Green Book and the five-stage business case model.

* Act as lead officer for internal audit and, alongside senior colleagues, support the operation of the Audit and Governance Committee.

* Ensure compliance with all financial, contractual, procurement, and commissioning policies and procedures.

* Oversee commissioning arrangements and act as the intelligent client for outsourced transactional services, ensuring value for money.

* Provide high-quality financial advice to the Chief Executive, CCR Board, and governance stakeholders.

* Lead engagement with the Auditor General for Wales, including preparation of the Annual Statement of Accounts.

* Oversee strategic assets and services including ICT and estate, ensuring financial rigour and best value.

* Build regional and national relationships to support learning, best practice, and future devolution opportunities.

* Demonstrate senior leadership that promotes CCR’s values, openness, probity, and psychological safety.
