Overview
Successful candidates may be based in any of our office locations – Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow. This role follows our hybrid working policy, requiring a minimum of 20% office attendance, typically one day per week.
Job summary
At Ofgem, delivering the UK’s transition to Net Zero is at the forefront of our mission and requires bold investment in new forms of low-carbon infrastructure. We’re seeking a Deputy Director, Low Carbon RAB Programmes to help shape how this investment is regulated and delivered.

This is a permanent opportunity within our Major Projects directorate, the part of the organisation responsible for enabling the infrastructure needed for the UK’s clean energy transition.
Sitting at the heart of work that supports Clean Power 2030 and the wider Net Zero transition, this highly visible leadership role oversees programmes that support the development of new low-carbon assets. You’ll focus on assets such as Carbon Capture Transport and Storage networks, Hydrogen Transport and nuclear investment models that are central to attracting the investment required for the clean transition.
You’ll have the chance to work at the centre of high-profile decisions, and your leadership will help ensure these frameworks operate effectively as investment flows into the next generation of low-carbon assets.
Guiding multidisciplinary teams working on high-profile programmes that sit at the heart of the clean transition, you will be empowered to have national impact, working alongside senior colleagues, government and industry to ensure new regulatory approaches translate into effective delivery.
You’ll bring proven leadership experience across a wide breadth of energy or policy programmes, with the management skills to set clear direction, motivate teams and drive collaborative delivery. Alongside extensive experience of managing the regulatory and political aspects of policy making that deliver for consumers, you’ll possess analytical skills and strong sector knowledge, especially around regulatory price controls and investment.
In return, you’ll step into a role with significant influence at a critical moment for the UK’s infrastructure transition. You’ll work on some of the most complex and consequential challenges facing the sector, helping shape how investment in low-carbon assets is regulated and delivered.

The Major Projects directorate is at the heart of the transition of GB’s energy infrastructure to facilitate our Net Zero objectives. Whether working on getting renewable generation connected to the grid, designing new regulatory regimes to bring investment into low carbon generation, or designing and implementing incentives to accelerate transmission network build, the work of this directorate is key to achieving our climate change goals as well as Clean Power 2030.
