Job Overview

This Band 7 Senior Procurement Business Manager role is part of NWSSP – Procurement Services’ Integrated Partnership Team, supporting Cardiff and Vale University Health Board, Velindre University NHS Trust, and NWSSP at Woodland House, Cardiff.

The role offers a dynamic, challenging, and high‑profile environment. Candidates should demonstrate commercial acumen, the ability to apply skills to deliver in a complex changing NHS Wales environment, and a resilient, innovative approach.

Initially the position will be fully office‑based for 12 weeks for training, with the possibility of reviewing this in line with the agile working policy thereafter.

Responsibilities

The role manages a team of Procure‑to‑Pay (P2P) staff with regional responsibility for:

  • Processing purchase orders
  • Managing order queries
  • Resolving invoice on‑hold queries
  • Increasing efficiencies in the P2P process

The post ensures the team meets its organisational Key Performance Indicators, follows best practice and local governance frameworks, and adheres to set policies and procedures.

Speaking Welsh is desirable;
Welsh and/or English speakers are equally welcome to apply.

Qualifications
  • Post‑graduate diploma or demonstrable equivalent experience in a relevant area.
  • Qualified in project management (e.g., PRINCE2 or equivalent).
  • Qualified to MCIPS (Level 5‑6) or equivalent experience.
Desirable
  • Having or working towards ECDL
  • Knowledge of Health Boards and Trusts procurement processes and procedures
Skills
  • Excellent communication skills, written and oral, articulate and robust in presenting ideas.
  • IT proficiency, particularly in word processing, spreadsheets, databases, and web research.
  • Evidence of continuous professional development.
Desirable
  • Conversant in Welsh
  • Familiarity with integrated web‑based systems
Experience
  • Proven experience of handling complex and/or high‑value procurements on time and within budget.
  • Expertise in EU procurement and contract management, obtained via further training and/or relevant experience.
  • Experience of project planning and ability to meet deadlines, including coordinating costings and purchases in line with agreed revenue and capital projects.
  • Demonstrable track record of obtaining savings and other business indicators.
  • Experience of people/staff management.
  • Conversant with legal, compliance and probity issues.
Desirable
  • Awareness of quality standards and working with ISO policies and procedures.
  • Awareness of category management.
  • Awareness of business planning principles.
  • Experience of managing large‑scale and/or complex projects.
  • Track record of managing organisational and technological change.
