Rate Of Pay

$87,632 - 93,226 per annum (compensation also includes a comprehensive benefits package (including extended health and dental, life insurance, health care spending account), participation in the OMERS pension plan, competitive vacation and sick leave)

Job Purpose

This position is responsible for the administration of staffing portfolios, the Staffing Officer ensures the Board is optimally staffed with qualified professionals in compliance with all legislative and contractual obligations. This role acts as a primary Human Resources consultant for leadership on matters of recruitment, seniority, and staffing, maintaining the integrity of personnel data and fostering positive union-management relations through the consistent application of collective agreements.

Duties And Responsibilities
Recruitment and Onboarding

Facilitate and coordinate the end-to-end recruitment process to attract and select high-quality candidates for internal and external vacancies.

Develop, post, and distribute position advertisements across Board websites and external recruitment platforms to maximize candidate reach.

Use applicant tracking systems, screen applicants against established criteria, determine appropriate interview methodologies, lead selection panels, and manage the offer and contract extension process.

Lead comprehensive onboarding sessions for new contract staff and Long-Term Occasional (LTO) teachers, providing clarity on collective agreements, Board procedures, and specific contractual obligations.

Administer all staffing processes in alignment with applicable collective agreements and provincial regulatory bodies (e.g., OCT, CECE).

Proactively resolve discrepancies through consultation with staff and union representatives.

Systems And Data Management

Complete full cycle employee transactions including changes, transfers, and assignments within the HRIS to ensure payroll accuracy.

Maintain and update performance appraisal and growth plan portals; troubleshoot technical issues with IT Services and generate reports for Administrators as required.

Support the Board’s negotiating teams by providing data and technical expertise during collective bargaining.

Ensure organizational compliance by coordinating the collection, analysis, and reporting of staffing statistics and surveys for internal partners and provincial regulatory bodies.

Employee Relations

Serve as a subject matter expert, providing guidance on the Human Rights Code, Employment Standards Act, and other relevant statutes to maintain Board-wide compliance.

Act as a primary point of contact for employees transitioning through leaves, retirements, or resignations, providing clear communication and administrative support in coordination with HR Management.

Collaborate with the Wellness Team to facilitate absence management strategies and coordinate the initiation of Long-Term Occasional (LTO) staffing to ensure continuity of service.

Professional Development And Support

Administer staff development funds, including reviewing applications, tracking budget expenditures, and processing reimbursements.

Coordinate professional learning events and participate on relevant committees in response to Ministry funding and contractual provisions.

Contribute to the growth and retention of employees by assisting in the delivery and administration of Board mentoring programs.

Qualifications

Minimum completion of three (3) years of post-secondary education in Human Resources, or a related field.

CHRP designation is considered an asset.
