Role Overview
Reporting to the Deputy Minister, the Director Policy, Planning and Communications provides support and guidance in the development, implementation and evaluation of policy, regulation and legislation. The Director is responsible for coordinating the development of the annual departmental business plan, the strategic planning process and the preparation of briefing material for departmental officials and the Minister. The incumbent will ensure all Department of Family Services’ official documents and programs and services are reviewed for cultural relevance, and is responsible for implementing a strategic plan that is consistent with Inuit societal values and traditions.

The position also ensures transparency in government through the accountability for ATIPP requests, and proper archiving of policies, strategic plans and documents that establish a historical record of the activities of the department.

The Policy and Planning division provides advice and support to the Deputy Minister and Minister’s offices and coordinates the department’s relationship with federal, provincial, and territorial counterparts. In addition, the division functions as a clearing house to ensure that quality briefing materials and responses to political questioning are completed. The division recommends initiatives aimed at making the organization more reflective of Inuit culture and decision‑making processes.

As this is a term position until May 31st, 2027, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval.  An eligibility list may be created to fill future vacancies.

Key Responsibilities

Co‑ordinate the development of the annual departmental business plan and strategic planning process.

Prepare briefing material for departmental officials and the Minister.

Review all Department of Family Services official documents and programs for cultural relevance.

Implement a strategic plan consistent with Inuit societal values and traditions.

Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree in social sciences, education, public administration, or a related field plus five (5) years of relevant work experience. Two (2) of those five years must include the management of staff and experience in managing program budgets. This is a Position of Trust and a satisfactory Criminal Record Check is required.

Qualifications in the official Nunavut languages (Inuktut, English, French) are required. Fluency in more than one of Nunavut’s official languages would be considered an asset.

Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross‑cultural environment are also considered assets.
