We are seeking to hire an experience Finance Manager who will have oversight of the Financial Planning & Analysis – Operating area.

What You Will Do

Reporting to the Director, Corporate Financial Planning & Analysis – Operating, the Manager, Financial Planning & Analysis – Operating is responsible for providing leadership and effective management of a team providing corporate financial planning, budgeting, financial management and control services to senior management and the Board, involving the planning, development, management, analysis and recommendation of the TTC’s multi-year financial plans, annual Operating Budgets, future year Outlooks, service levels and performance metrics related to TTC and Wheel-Trans.

To this end, you will plan and manage the annual operating budgeting process for the TTC from initiation to approval by the TTC Board and City Council. This requires the planning of the annual budget process that will deliver operating expenditure and funding strategies; managing the analysis and review process; and developing recommendations of an annual Operating Budget that enables the delivery of TTC service and business priorities.

You will also develop all budget documents and presentations necessary for TTC Board and City Council approval.

You will develop new and/or updates to existing financial planning, budgeting and management policies, guidelines and controls to ensure the prudent fiscal management and stewardship of TTC's services and assets. Monitor, report and analyze TTC’s financial performance, manage compliance with related policies and guidelines, and implement and monitor corporate controls to fulfil the TTC’s fiscal management and accountability responsibilities and financial stewardship obligations.

As well, provide strategic and sound financial analysis and advice to ensure informed decision making on TTC-wide or program specific policies, priorities and issues by management, the Board and the City throughout the year.

You will also support numerous transformational programs including the TTC’s Finance Transformation and SAP Implementation programs, contribute to corporate business training programs, and collaborate with Business Partner Support to improve service delivery to Finance’s Business Partners, increase operational and financial performance, minimize risk, and ensure leading practices are employed at the TTC.

What Qualifications Do You Bring
  • Completion of a post-secondary degree in Business Administration, Public Administration, Accounting or a related discipline, combined with extensive experience performing duties related to the key objectives of the position, OR a combination of education, training and experience deemed to be equivalent
  • A professional accounting designation is preferred
  • Proven experience in a corporate oversight role leading operating and/or capital budget formulation, with extensive knowledge of generally accepted budgeting principles, techniques, and systems in a large public organization
  • Proven track record of developing a high-performing team, including coaching, mentoring and providing business, financial and technical guidance to staff
