Reporting to the Manager, Fiscal & Economic Policy (Manager), the Senior Economist provides analytical and research support to the Manager and Director, Fiscal Policy on matters relating to the fiscal and economic situation of Nunavut. The Senior Economist will prepare policy documents and research and briefing materials, which can also be utilized as foundational material to facilitate FMB/Cabinet decisions on economic, expenditure, and taxation policies, and on intergovernmental fiscal relations.
The Senior Economist acts as a senior adviser to the Government of Nunavut (GN) on fiscal and economic issues. The economic advice and the recommendations made by the Senior Economist can have a major impact on the entire budget ($2.9 billion) across all regions of Nunavut and on the relationships between the GN and its major funder; the Government of Canada (Canada).
The Senior Economist is a key contributor to the strategy for negotiating the fiscal arrangements between the GN and Canada by playing a major role in formulating the GN’s response to Canada’s proposals and in developing the elements of the GN’s fiscal demands.
The Senior Economist is expected to provide expert advice across the GN on the evolution of Nunavut’s economy, the effects of this evolution on the GN’s resources, and the advisability of GN initiatives designed to stimulate the economy or increase the revenue base at the expense of Nunavummiut.
Responsibilities
Completing quantitative and qualitative analyses relating to the economic situation and outlook for Nunavut and assessing the projected impact of the various economic models on the GN’s fiscal and budgetary situation.
Participating in the development of economic and fiscal projections and reports for the GN.
Preparing regular updates of national and territorial economic data releases, macroeconomic trends, sector conditions, and fiscal policy decisions, for distribution within the Department and, potentially, across the GN.
Projecting potential budgetary deficits and surpluses, based on a variety of fiscal scenarios, including the performance of the national and territorial economy and the demographic realities of Nunavut’s growing population.
Developing and maintaining complex economic and fiscal databases to support the preparation and analysis of fiscal forecasting.
Acting as an expert resource to the GN by providing advice and educational/briefing material to orient officials and Ministers to the complete range of issues facing the Fiscal Policy Division.
Developing presentations to provide comprehensive, but high level economic and fiscal information to interdepartmental committees and newly elected politicians to help them understand the context within which the economy operates.
Qualifications
An undergraduate Degree in Economics, Statistics, Business, or a related discipline from a recognized institution.
Three (3) years of economic-related work experience which includes research design, data collection (including Statistics Canada and other socioeconomic sources), building and testing economic models, policy design, and program evaluation as well as experience creating and manipulating large databases and conducting statistical analysis.
Requirements of Government of Canada confidential information sharing is a condition of employment.
This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
