An exciting opportunity has arisen for a highly skilled, experienced and motivated Director of Operational Finance to join our dynamic team in the East of England. This role is both a leadership role within the regional team and across the region supporting the delivery of statutory duties and financial performance. The post holder will report directly to the NHS Regional Director of Finance and deputise for them as required along with leading the rest of the regional finance directorate.

The scope of the role encompasses support for both our systems and our internal regional financial responsibilities. Holding systems to account for delivering effective operational and medium-term financial plans which are integrated with service recovery priorities, workforce, productivity and operational capacity. The role will also support the activities of the regional team and support the finance directorate through the current changes to our operating model.

Both our systems and the region need to deliver agreed financial performance trajectories and strengthen financial sustainability of delivering services within allocated resources across the NHS.

The post-holder will play a pivotal role in steering and supporting ICS delivery within available resources, working in conjunction with finance leads from across the region, within the regional team and nationally to aligning expectations and support delivery.

Main duties of the job
  • Ensure the provision of expert, evidence based financial and business advice to regional and national colleagues.
  • Lead financial planning,assurance and oversight, working closely with regional colleagues to help systems/organisations deliver their financial targets and service plans, through the provision of oversight,adviceand support.
  • Support the delivery of regional financial targets ensuring that systems/organisations have effective plans, supported by effective cost improvement programmes.
  • Lead financial performance management and reporting including revenue,capitaland cash, within national frameworks and policies.
  • Lead value for money and efficiency programmes working closely with national and regional colleagues to ensure use of benchmarking, learning and best practice.
  • Lead the regional Senior Finance Team, liaising with national and regional colleagues - advising on strategy, planning and performance, provision of expert, evidence based financial and business advice to the regional team ensuring that national reporting and accounting/governance requirements are delivered.
  • Support and deputise for the Regional Finance Director producing,implementing and articulating a clear financial strategy for the region, mandate requirements and national financial frameworks, resourceassumptionsand investment priorities.
