Position: ASSISTANT VETERANS SERVICES OFFICER (Part-Time / 24 Hours Per Week)

Position Description

There is currently one open Permit Technician II position in the Building Division of the Community Development Department. The Permit Technician II is the journey-level class in the Permit Technician I‑II‑III series.

Representative Duties

The Permit Technician II performs the full range of administrative and technical duties including permit processing and public counter duties in support of the Development Review Function. The responsibilities include receiving, reviewing, approving, and issuing a wide variety of over‑the‑counter permits; assembling all necessary paperwork and documentation for more complicated permits and routing such permits to the appropriate divisions/functions for review;

assisting the general public over the counter and by telephone; keeping and maintaining appropriate records; preparing deposits and balances receipts and managing the cash drawer; and performing related work as required.

Working Conditions

Employees generally work in an office environment with moderate noise levels, controlled temperature conditions and direct exposure to hazardous physical substances limited to chemicals involved with the microfilming process. The role requires periodic driving and posting notices outside in all variable weather conditions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Physical

Demands

This is partially a sedentary office classification and partially requires standing at the counter and walking between work areas. The position requires mobility to use standard office equipment, vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator.

Positions occasionally bend, stoop, kneel, reach, push and pull drawers to retrieve and file information. Employees must have the ability to lift, carry, push and pull materials that typically weigh less than 25 pounds.

Qualifications Guidelines Knowledge of
  • Various zoning and planning procedures and requirements.
  • Applicable Federal, State, and local laws, regulations, and codes relating to urban planning, building, and development review sufficient to answer questions and provide information to the public, including applicable fire, zoning, and related laws and regulations.
  • Organization, procedures, and operating details of the Developmental Review Function.
  • Various construction types and building inspection procedures and requirements.
  • Business letter writing and basic report preparation.
  • Business arithmetic and basic statistical techniques.
  • Records management principles and practices.
  • Modern office practices, methods, and computer equipment.
  • Computer applications and technology related to the work, including but not limited to MS Word, Excel, and Permits Plus permitting software.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for providing a high level of customer service to the public, vendors, contractors and City staff, in person and over the telephone.
Ability To
  • Respond to a wide variety of requests and inquiries from the general public and effectively prioritize multiple phone calls, walk‑up traffic, and other requests and interruptions.
  • Make accurate arithmetic, financial, and statistical computations.
  • Organize own work, set priorities and meet critical time deadlines.
  • Communicate in person, over the telephone and in writing.
  • Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
