Philadelphia Housing Authority (PHA) is seeking a visionary and dynamic leader to serve as its next Executive Vice President of Construction, Planning, and Development. Established in 1937, PHA is the fourth largest public housing authority in the United States, providing services to nearly 80,000 residents in Philadelphia.
PHA is embarking on a multi‑year strategy to invest in or redevelop over 12,900 existing public housing units and to develop or acquire up to 7,000 new or existing affordable housing units, with a budget of more than $650 million.

The EVP of Construction, Planning, and Development (CPD) is responsible for all phases of design, financing, and construction, ensuring projects are delivered on time and within budget. This position oversees a division inclusive of a Senior Vice President of CPD and various professional staff and consultants.
Responsibilities include:
- Identifying and negotiating new acquisitions, renovations, and construction opportunities.
- Securing funding from public and private sources, structuring complex financing deals, and managing budgets.
- Ensuring compliance with procurement and regulatory requirements.
- Building partnerships with developers, financiers, community organizations, and government agencies.
- Representing PHA at board meetings, public events, and legislative forums.
- Providing strategic leadership, mentoring, and guidance to division staff.
Our ideal candidate is a seasoned executive with deep expertise in affordable housing and leadership. They bring extensive knowledge of housing preservation, rehabilitation, and new construction, coupled with the ability to structure complex financing deals and raise capital through both public and private channels.

Experience: Ten years of progressively responsible experience in housing development, including housing for low‑ and moderate‑income households. At least five years of supervisory experience involving professional level employees.
Education: Graduation from an accredited college or university. Master’s degree in a related field preferred. An equivalent combination of education and experience may be considered.
