Operations Manager – On Site | Management/Consulting Firm

R&D Transportation Services, Inc. has been coordinating with vendors to deliver safe, reliable, and efficient transportation services for people with developmental and physical disabilities since 1991. The company’s Transportation Planning Department develops and implements vendor contract administration, computerized routing and scheduling, and billing processes that ensure high‑quality compliance and cost‑effective service delivery.

Base Pay Range: $80,000.00 – $85,000.00 per year

Essential Duties and Responsibilities
  • Manage staff training and development; monitor adherence to R&D policies and procedures.
  • Communicate and enforce safety rules, organizational policies, and procedures; maintain accountability for all subordinate employees.
  • Develop, recommend, and implement operations guidelines, strategies, and policies.
  • Assign functions and projects; continually evaluate productivity, efficiency, and effectiveness of all units.
  • Provide technical support and policy guidance for vendor contracts and menarik R&D’s computerized routing system; produce accurate billing reports.
  • Maintain open communication between Scheduling and Billing/Contracts staff; facilitate effective information flow.
  • Seek opportunities to expand Information Systems; build capacity and improve service capabilities.
  • Build and nurture partnerships with customers; resolve escalated inquiries and complaints.
  • Generate and implement SOPs to prevent service issues; prepare comprehensive reports, correspondence, and presentations.
  • Maintain professional demeanor in the workplace and with the public.
  • Monitor and address quality compliance; organize work to reflect performance standards.
  • Set performance goals and project deadlines aligned with company objectives.
  • Ensure employees comply with legal regulations, company policies, and customer service requirements.
  • Conduct performance reviews, motivate team members, and develop strategies to boost productivity.
  • Audit customer billing submissions for accuracy, accountabilityavad timelines.
  • Produce quarterly dashboard reports by region for respective customers.
  • Audit electronic attendance with vendor billing submissions to meet DDS and state e‑billing requirements.
  • Monitor compliance with vendor contract fiscal limits; coordinate with Contracts Analyst for amendments.
  • Evaluate billing reports generated by R&D’s INSCRIBE module for alignment with vendor submissions.
  • Integrate INSCRIBE reports into vendor billing reconciliation processes.
  • Ensure that all vendor billing invoices are processed within established timelines and meet contractual service expectations.
Reporting/Service Impact Analyses and Special Projects
  • Analyze costs of proposed additions or changes to transportation systems.
  • Review accuracy of billing reports, including routing and ridership figures.
  • Analyze statistical information for compliance with vendor contracts and project budgets.
  • Conduct complex planning, implementation, funding, and analytical projects.
  • Apply developmental and evaluative analytical and quantitative tools.
  • Develop and monitor projections, impacts, and budgets for regional center and school district transportation systems.
  • Evaluate costs, benefits, and risks of alternate vendor selections.
  • Perform complex optimization planning, implementation, and funding projects.
Qualifications

Education and/orлакат Experience

• Bachelor’s degree in business management, accounting, or Geographic Information Systems ( участв)
* or* minimum ten years of progressively responsible experience in passenger operations, transportation planning, or a related field; or an equivalent combination of education and experience.
