Glenn County is located in the United States about half way between Sacramento and Redding in Northern California. Glenn County is primarily an agricultural community with mountains on the west, the Interstate 5 corridor taking you through rich farm land, and the Sacramento River bounding the east side of the County.

With over 1,188 farms, agriculture remains the primary source of Glenn County's economy. Major commodities include rice, almonds, milk products, prunes and livestock. Glenn County was incorporated on March 5, 1891. The County seat, Willows, was created on March 11, 1891. Glenn County was developed out of the northern portion of Colusa County and was named for Dr. Hugh J. Glenn, who was the largest wheat farmer in the state during his lifetime, and a man of great prominence in political and commercial life in California.

Glenn County has a population of 28,122.

The Public Works Program Manager leads and supports a diverse team of professional, technical, and administrative staff while overseeing a key functional area within the Public Works Department. This role plays a critical part in planning, coordinating, and delivering high-quality public services that positively impact the community. The Program Manager receives direction from the Public Works Director or designee and exercises direct supervision over professional, technical, and clerical staff, ensuring work is completed efficiently, collaboratively, and in alignment with departmental goals and regulatory requirements.

  • Assists in the formulation and implementation of departmental policies and procedures.
  • Coordinates division activities with those of other departments, divisions, sections and outside agencies and organizations.
  • Recommends and assists in the implementation of goals and objectives for department programs establishes schedules and methods for services; implements department policies and procedures.
  • Participates in the preparation and administration of grants.
  • Responds to public inquiries, requests for assistance and complaints related to assigned areas of responsibility.
  • Performs general administrative work as necessary, including preparing reports and correspondence, reviewing correspondence, copying and filing documents, entering computer data and preparing spreadsheets, etc.

The Ideal candidate will be a professional who possesses the expertise to plan, coordinate, direct and supervise operations and personnel within the assigned divisions of the Public Works Department, to develop and implement effective programs, to perform a wide variety of complex professional duties in the provision of services.

Education and Experience;

  • Four years of professional experience in assigned field, including one year in a supervisory or administrative capacity.
  • Bachelor’s degree from an accredited college or university in appropriate field. Master’s degree desirable. Two years of additional professional experience may be substituted for the Bachelor’s Degree.

HOLIDAYS:

13 paid holidays per year and an additional twenty-four hours of Holiday Leave. An employee must be employed the last working day before and the first working day after the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits.

VACATION:

88 hours (.0424 hrs. per scheduled hr. in paid status) per year during the first two years of service; 128 hours (.0616 hrs. per scheduled hr. in paid status) per year during years 3 through 12; 168 hours (.0808 hrs. per scheduled hr. in paid status) per year during years 13 through 20; 208 hours (.1000 hrs. per scheduled hr. in paid status) per year after 20 full years of service.

SICK LEAVE:

96 hours (approximately twelve working days) per year of paid sick leave.

LONGEVITY:

Service is based on employment with Glenn County. The County shall provide a longevity differential above the employee’s base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 2%, after 20 full years of service 2%, after 25 full years of service 2% and after 30 full years of service 2% for a total of 13%.

BEREAVEMENT LEAVE:
