Eligibility Specialist I

The Eligibility Specialist classifications determine eligibility for public assistance programs through interviewing and fact gathering; maintain knowledge of program regulations; initiate and process casework through automated systems; identify needs and make referrals for health, social, and/or employment services; and perform related work.

The Eligibility Specialist I is the entry-level classification. Incumbents may have prior experience in related benefits, completed initial classroom training, or may meet the required level of education. Incumbents start with supervised training and progress toward more independent casework, with potential advancement to Eligibility Specialist II after one year of satisfactory performance.

Supervision

Incumbents typically receive supervision from an Eligibility Supervisor and may receive lead direction from an Eligibility Specialist III.

Duties (for Eligibility Specialist I – entry level)
  • Perform interactive interviews to elicit eligibility information and determine eligibility for public assistance programs
  • Analyze financial and eligibility information for initial or continuing eligibility
  • Explain regulations and inform clients of rights and responsibilities
  • Ensure accuracy and completion of forms
  • Resolve discrepancies by securing documentation
  • Enter and retrieve data and issue benefits from automated systems
  • Determine benefit levels through computations or computer entries
  • Review information to assist with eligibility determination
  • Evaluate clients for and explain health care-related tax credits and Covered California plan options
  • Monitor ongoing eligibility and update information as needed
  • Determine need for additional services and refer to outside agencies
  • Organize and prioritize caseload within regulatory and local policy time limits
  • Maintain case records and narratives
  • Troubleshoot issues and liaise with Help Desk as needed
  • Communicate with clients and others, maintaining confidentiality
  • Respond to questions and provide required forms and pamphlets
  • Identify suspected fraud and refer for investigation
  • Refer clients to social service workers as needed
  • Participate in projects and prepare reports
  • Perform related duties as assigned
