Position: Neighborhood Preservation Officer I

THE POSITION:

The City of Big Bear Lake is seeking a motivated and community-focused Neighborhood Preservation Officer I to help preserve the safety, character, and quality of life for our residents, businesses, and visitors.

Responsibilities

  • Enforce the City’s vacation rental program, including site inspections.
  • Coordinate with property owners to take corrective action.
  • Verify parcel address and other information necessary to conduct investigation and enforcement actions.
  • Ensure compliance with all applicable municipal codes and regulations.
  • Prepare investigative reports in preparation for citations for non‑compliance.
  • Receive and respond to complaints.
  • Determine the existence and type of code violations.
  • Evaluate findings from inspections and investigations.
  • Maintain accurate case records, documentation, and photographs in the City’s database.
  • Gather evidence and prepare cases for court proceedings or appeal hearings.
  • Represent the City as required.
  • Enforce parking regulations related to snow removal.
  • Interpret, apply, and explain municipal codes, zoning ordinances, building codes, vehicle codes, and health and safety regulations.
  • Guide property owners through compliance processes and permitting requirements.
  • Work independently, make sound decisions within established guidelines, and build positive working relationships with community organizations, state and local agencies, City staff, business owners, residents, and visitors.
  • Work nights, weekends and holidays, respond to after‑hours emergency callouts, and perform routine standby duties.
THE IDEAL CANDIDATE:

The ideal candidate is a professional, community-oriented individual with a strong commitment to public service. The candidate has current knowledge of the principles, practices and methods used in the municipal enforcement of a variety of codes, laws, regulations, ordinances, and the ability to multi‑task and be responsive to time‑sensitive matters. The candidate demonstrates strong communication, customer service and conflict‑resolution skills, and the ability to work independently while effectively interacting with property owners, residents, business owners, and visitors in a respectful and professional manner.

QUALIFICATIONS:

Education/Experience
:
High school diploma or equivalent is required. Two years of relevant experience that includes significant public contact and the performance of code compliance activities; such as the enforcement of public laws or regulations and conducting complaint investigations. Experience in the Public Sector is highly desired.

License/Certificate
:
Possession of a valid Class C California driver’s license with a satisfactory driving record. Ability to obtain P.C. 832 certification within six months of employment.

Leave Accruals
:
The City offers the option of a 9/80 or 4/10 alternative work schedule, twelve paid holidays per year and generous leave accruals including vacation, sick and personal leave.

Retirement
:
The City is a member of the San Bernardino County Employees’ Retirement Association (SBCERA) which is reciprocal with CalPERS. The City’s retirement formula is 2% @ 55 with prior qualifying public service or effective January 1, 2013 the formula is 2.5% @ 67 for new participants.

Salary/Compensation: $35.60 - $43.27 per hour
