Under general supervision, the Construction Inspector in the Engineering Section of the Water Division performs responsible field construction inspections related to water and sewer for commercial and residential improvement projects within the City's right-of-way, quality assurance on development and public works projects, and may also provide inspection support for water and sewer capital improvement projects.
There is currently one full-time opening in the Engineering Section of the Water Division and we anticipate creating an eligibility list from this recruitment that may be used to fill current and future vacancies for this classification.

- Provides constant, detailed inspections of the methods and materials used in the installation of private water and sewer connections to the public system in subdivision development (i.e. fire and domestic service, water meter, backflow devices, sewer lateral, and manhole) and in capital improvement projects (water and sewer pipeline installation), in order to assure compliance with City Standard Plans and minimum State and local codes and ordinances;
- Reviews and interprets constructions plans, specifications, traffic control plans, shoring plans, and BMP installations;
- Observes and inspects construction work and prepares daily inspection reports;
- Investigates subgrade conditions and determines soil value for paving purposes;
- Inspects a variety of underground structures, assures authorized construction, trenching, line and grade;
- Inspects forms and concrete pouring; compacting, finishing, grading, rolling and spreading of bituminous paving material and Portland Cement concrete; rolling and finishing of ends and joints, application of tack and seal coats and dusting operations; test pavement thickness;
- Calculates materials, converts cubic measurements to weight for comparison to bid estimates, and checks delivery tickets;
- Checks alignment of pipe, quality of joints and back filling of utility trenches;
- Keeps accurate records and submits detailed reports on work progress and material quantities, and prepare As-Built plans reflecting changes made in the field from original design;
- Assists in utility search requests on design plans;
- Performs difficult and complex inspections and resolves compliance problems, issues and conflicts;
- Investigates and resolves complaints relating to construction projects;
- Performs other related duties as assigned.
Graduation from an accredited High School or successful completion of the G.E.D. (General Educational Development) exam. College level courses in public works inspection is highly desirable. Two years of increasingly responsible experience in engineering office, construction or survey work.
OTHER REQUIREMENTSMust possess a valid California Class C driver's license. California Water Distribution Operator Certification (D2) and Treatment Operator Certification (T1) is highly desirable.
KNOWLEDGE OFOperation of water and sewer system; principles of algebra, geometry and trigonometry and their application to engineering; surveying and drafting procedures, instruments and equipment; public works inspection methods, materials and accepted standards of safety, such as: traffic control, trench shoring, confined space, pumping and bypassing, noise/dust control; materials testing procedures; and principals and practices of effective customer service and problem solving.
Experience in the use of Microsoft Office software (ex: Word and Excel) and other engineering computer programs and software is highly desirable.
