Reporting to the Deputy Chief, Calgary 9-1-1 within Emergency Management & Community Safety (EMCS), the Assistant Deputy Chief (current title Emergency Communications Coordinator) will play a critical leadership role responsible for the daily activities of technical, business support, operational and/or program portfolios within Calgary 9-1-1.

Calgary 9-1-1 is The City of Calgary's Public Safety Answering Point and provides emergency and non-emergency call taking and dispatching services for Police, Fire and Peace Officers.

As a member of the EMCS Management Team, you will be expected to foster an inclusive leadership approach that promotes psychological and physical safety. As a strategic decision-maker, you will possess political acumen and have experience in leading transformational change, culture, and enabling innovation.

As an Assistant Deputy Chief (ADC), you will supervise and support the daily activities of operational and program staff, ensuring the effective and continuous delivery of services through setting priorities, coaching employees, leading plans and prioritizing programs. Primary duties include:

  • Oversee daily 9-1-1 operations, providing leadership and oversight for direct and indirect reports including mentorship, coaching, performance management, wellness, career development, succession planning and all other human resources responsibilities.
  • Participate or lead the advancement of strategy, programs, recruitment, and improvement projects that align with departmental or city-wide goals.
  • Promote wellness, peer support, and a collaborative workplace culture; lead and support initiatives to enhance psychological safety and retention.
  • Resolve operational issues such as staff shortages, coverage adjustments, inter-agency information flow breakdowns, scheduling and workforce planning, and addressing conflicting priorities.
  • Support live incident response by reallocating staff/resources, initiating operational continuity procedures, and initiating coordination with partner agencies to resolve service-impacting issues.
  • Oversee and advise on multi-partner projects that impact Calgary 9-1-1.
  • Develop and maintain relationships with key external partners, internal partners, contracted services and different levels of government.
Qualifications
  • A completed 1 year certificate or diploma in Emergency Communications, Leadership, Business, Health & Safety, Criminal Justice or a related field and at least 5 years of relevant experience that includes leading others in a dynamic or operational environment, OR;
  • A degree in Emergency Communications, Leadership, Business, Health & Safety, Criminal Justice or a related field and at least 3 years of related experience that includes leading others in a dynamic or operational environment.
  • Equivalent combinations of education and experience may be considered.
  • A background in an emergency services field, including experience in 9-1-1 operations or a similar field and leadership experience in emergency communications or contact centre environments is preferred.
  • Knowledge of public safety communications systems, emergency response protocols, Calgary 9-1-1 and partner agency procedures, workforce management tools, access and privacy legislation, collective agreement interpretation and human resource and labour relations practices.
  • APCO (Association of Public-Safety Communications Officials) certification or similar will be an asset.
  • Experience collaborating and negotiating with a union and participating in collective bargaining will be an asset.
  • Expertise in conflict resolution, de-escalation, coaching, mentorship, skillset development, and the ability to deliver performance feedback, navigate collective agreement issues and respond to sensitive incidents with discretion and professionalism.
  • Demonstrated success in strategic leadership, relationship development, management capability, strengthening workplace culture, political acumen, values and ethics, and customer focus.
