Municipal Enablement Director - Fibre Build
We are seeking a highly motivated leader to play a pivotal role in enabling and accelerating our fibre network build program. The role is central to establishing strong partnerships with municipalities, securing permits, unlocking subsidies, and ensuring alignment with local regulations and community priorities.
Key Responsibilities- Build and maintain strong relationships with municipal governments, utilities, and local stakeholders to enable smooth execution of fibre build projects.
- Lead the permitting process across multiple jurisdictions; anticipate regulatory requirements, resolve roadblocks, and ensure compliance with municipal standards and timelines.
- Collaborate with internal finance and strategy teams to identify, apply for, and secure municipal, provincial, and federal funding opportunities that support fibre build initiatives.
- Partner with engineering, construction, legal, and external build partners to ensure municipal requirements are incorporated into project design and execution.
- Proactively identify and mitigate risks related to rights-of-way, zoning, easements, and other municipal processes.
- Represent the company with municipalities, regional associations, and community forums to advocate for streamlined processes and promote the benefits of fibre deployment.
- Provide regular updates on municipal engagement progress, subsidy opportunities, permitting timelines, and potential bottlenecks to leadership.
- Bachelor’s degree in Business, Public Administration, Engineering, Planning, or a related field (or equivalent experience).
- 7+ years of experience in municipal relations, permitting, infrastructure development, or telecom/fibre build projects.
- Strong knowledge of municipal permitting, rights-of-way, and utility coordination processes.
- Demonstrated ability to navigate complex government and community environments.
- Experience working with subsidy or funding programs at the municipal/provincial/federal level is a strong asset.
- Excellent communication, negotiation, and relationship-building skills.
- Proven ability to manage multiple priorities and deliver results under tight timelines.

Advanced knowledge of English is required because you will most of the time interact in English with internal parties (colleagues, internal partners, stakeholders, etc.); and work with IT tools whose interface is only accessible in English as part of this position's main responsibilities given its national scope.
