Orphaning & Insolvency Analyst - Hybrid
The Opportunity
Join the dynamic Orphaning and Insolvency team at the Alberta Energy Regulator (AER) and contribute to ensuring Alberta’s energy sites are responsibly closed when companies are unable to meet their obligations. In this role, your analysis directly supports fair cost recovery, regulatory compliance, and protection of the public interest. You’ll thrive here if you enjoy solving complex problems, working with detailed information, and collaborating with both internal teams and industry stakeholders.
The Orphaning & Insolvency Analyst plays a key role in analyzing, coordinating, and overseeing regulatory processes related to defunct and insolvent companies in Alberta’s energy sector. The role focuses on providing analysis and recommendations to decision‑makers on two key cost recovery and enforcement programs: the Working Interest Cost Claim Program and AER Cost Orders. Through this work, the Analyst supports parties seeking to recover unpaid closure costs from those who failed to meet their financial obligations, and reimbursing where applicable from the Orphan Fund.
The Orphaning & Insolvency Analyst also ensures compliance with regulatory requirements and the closure framework while preparing and administering regulatory tools with accuracy, precision, and accountability. We’ll train you on our tools and processes; we are hiring for your critical thinking, judgement, and accountability.
What your day-to-day will look like
Assess complex financial reimbursement submissions under the Working Interest Cost Claim (WICC) Program to confirm compliance with regulatory requirements and the closure framework.
Collaborate with internal partners and external organizations, including the Orphan Well Association (OWA), to validate claims and resolve issues.
Serve as the primary point of contact for industry inquiries, providing clear guidance on cost recovery, and regulatory expectations.
Lead the evaluation of Cost Orders, ensuring eligibility and supporting parties through the process when closure costs remain unpaid.
Support Specialists in preparing regulatory tools including Orders, Orphaning Memos, and Amendments for statutory decision-making, ensuring legislative compliance, data accuracy, and operational alignment.
What we’re looking for in you
Post-secondary diploma in Finance, Business, Engineering, Social Science, Science, or a related field.
3+ years of related work experience; experience working in a regulatory, compliance‑focused environment is preferred.
Experience with environmental policy and/or regulations an asset.
