The Civil Inspector is the Company’s authorized representative and is responsible to ensure the civil component of the project/activity follows all regulations, company policies and specifications.
The Civil Inspector will:
• Using stop work authority, will immediately stop work activity, and notify Contractor supervision of unsafe conditions and/or acts and ensure all site personnel are aware of their obligation to do so as well.
• Ensure that the contractor is implementing their Project Site-Specific Safety Plan (P/SSSP).
• Review and understand contractor Safe Work Practices & Job Hazard Analysis for the work they are assigned to oversee and hold contractor accountable to execute the work to the per the procedures. This includes participation in daily tailgate/tailboard meetings and field level hazard assessments (FLHA).
• Oversee the civil inspection activities to ensure compliance (, drawings, specifications, codes, standards, regulations, contractors’ site-specific quality plan/contract).
• Ensure ITPs are completed as the work is being progressed and relevant documentation is reviewed and accepted by the Client.
• Work with the contractor to ensure that stakeholder and local community commitments within their scope are tracked and implemented.
• Ensure that the contractor is implementing their Site-Specific Environmental Plan.
• Create and foster a positive work environment and a proactive/mature safety culture with the inspection staff.
• Verify compliance to all aspects of TES-CT-EXC-GLE Excavation Specification (CAN-US-MEX) when a prime contractor is awarded.
• Verify compliance to all aspects of the Excavation Process (CAN-US-MEX) when The Client is active controlling work scopes.
• Verify qualification and certification of operators per the TES-CT-EXC-GLE Excavation Specification (CAN-US-MEX) and the Excavation Process (CAN-US-MEX).
• Achieve the successful execution of the project and all desired outcomes/deliverables.
• Monitor construction and as required influence corrective action with the Contractor or inspection staff.
• Address construction non-conformance issues.
• Provide leadership, expertise, and guidance during civil work
• Records management associated with construction documentation.
• Ensure design deviations are properly red lined and drawings are sent to the Project Manager and Construction Manager for as-building and to meet the relevant RFI/MOC process requirements.
• Identify innovation and value creation opportunities related to construction.
• Participation in lessons learned and close-out meeting(s).
• Conduct Site safety and quality walk downs and note any discrepancies.
• Interface with the contractor’s personnel to ensure that the codes, standards, and design are being adhered to. Identify and report construction non-conformance issues Complete the daily inspection reports in accordance with applicable Company Inspection Standards.
