Overview

HAF Facilitator (Holiday Activities and Food Programme) – Early Help / Burnley, Pendle, Hyndburn and Rossendale. Salary £28,142 – £32,601 / Fixed Term until 31 March 2027 / 37 hours per week / Children & Family Wellbeing Service / Burnley, Pendle, Hyndburn and Rossendale.

Children and Family Wellbeing Service (Early Help) Lancashire County Council offers early help and support to children, young people aged 0-19 yrs+ (25 yrs for young people with SEND) and their families across Lancashire. Lancashire County Council is seeking enthusiastic, community-focused HAF Facilitators to support the delivery of our Holiday Activities and Food (HAF) Programme, which provides enriching activities and healthy meals to children and young people eligible for benefits-related Free School Meals.

Responsibilities
  • Deliver the Holiday Activities and Food (HAF) Programme in Burnley, Pendle, Hyndburn and Rossendale, ensuring activities are fun, safe and engaging and that children have access to healthy food.
  • Build effective and purposeful relationships with Lancashire’s district councils to champion the delivery of HAF across local communities.
  • Work collaboratively with district councils, local providers, families, community partners and the wider HAF team to ensure the programme runs smoothly and inclusively.
  • Support the development of specialist SEND opportunities so that all children and young people can participate meaningfully.
  • Conduct supportive quality assurance visits to help providers embed consistent standards and promote enriching activities that reflect local needs and strengths.
  • Collect attendance data, gather feedback and contribute to ongoing monitoring and evaluation to support continuous improvement and best practice.
  • Embed the Department for Education’s HAF guidance and identify and bridge gaps in provision to ensure no child is left without opportunities.
  • Uphold high standards of safeguarding, health and safety, and equality, modelling inclusive practice and ensuring every child and young person is supported to thrive.
Requirements
  • Enthusiastic, community-focused approach with the ability to build effective partnerships with district councils and providers.
  • Commitment to safeguarding, health and safety, and equality in line with statutory guidance.
  • Willingness to contribute to data collection, attendance recording and evaluation activities.
  • Experience or ability to work collaboratively to develop inclusive opportunities for children and young people, including SEND considerations.
  • Prepared to evidence eligibility and meet criteria for the HAF programme as part of the recruitment process.
