This position works in the Housing Homelessness and Social Infrastructure organizational unit. The Planner 1 – Social Planning performs planning work at the professional level involving the application of specialized knowledge in social, economic and physical data to planning projects involving social, community and sometimes politically sensitive issues. The work entails collection, analysis, and presentation of data, including the development of recommendations for the review of management and/or supervisor.
A Planner 1 – Social Planning exercises considerable independence of action and judgement, referring complex problems or policy matters to a supervisor who reviews work performance through conferences, evaluation of reports received, and in terms of attainment of desired results. Monitors and assesses social planning and community needs as well as analyzes the policies of other organizations and senior levels of government for their impact on the local community.
Facilitates the development and implementation of City policies and programs relating to social issues, such as accessibility, food security, childcare, diversity and inclusion, poverty, seniors services and homelessness. Performs related work as required.
Qualifications include a Master’s Degree in Planning or related discipline with some experience in the planning profession, membership or eligibility for membership in the Planning Institute of British Columbia or Canadian Institute of Planners is desirable or an equivalent combination of training and experience. Considerable knowledge of principles, practices and objectives of social planning; of theory and policies applicable to social planning, including relevant Provincial and Federal social policy.
Sound knowledge of the current literature, trends and developments in the areas of specialization. Sound knowledge of standard statistical techniques and research methodology. Ability to express ideas effectively both orally and in a written or graphic manner. Ability to establish and maintain effective working relationships with other employees, professionals and the public.
