Raise is currently hiring a Construction Contracts and Claims Specialist on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client is one of the largest electrical energy suppliers in Canada.

The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.

Description

The Construction Contracts and Claims Specialist - Campbell River Dam Safety Projects is a senior contract and commercial management professional responsible for providing strategic leadership in the administration and resolution of complex contract matters and claim events. In this role, the Specialist leads and supports commercial management activities across the Campbell River Dam Safety projects, ensuring the consistent delivery of high quality work products, strict compliance with governance and documentation requirements, and the continuous improvement of supporting processes and tools.

The Specialist collaborates closely with senior leadership and discipline leads throughout the Campbell River Dam Safety projects to deliver strategic guidance, coordinate approval pathways, and effectively manage assigned claims and contractual issues. These projects encompass a broad range of civil construction activities, including significant excavation, ground improvement, and key land based and marine based structural enhancements.

Responsibilities
  • Provide expert advice on the commercial validity, impacts, and strategic considerations of contractor claims assigned for review.
  • Develop and execute strategies to safeguard contractual entitlements through timely application of contract mechanisms.
  • Prepare and support the development of documentation required for claim and issue resolution, including materials for negotiations and potential disputes.
  • Work with project and technical teams to assess claimed events, quantify cost and schedule impacts, and validate supporting data.
  • Lead or support the negotiation and settlement of claims and issues to achieve equitable, contractually sound outcomes.
  • Coordinate cross‑functional involvement in the review and approval of assigned claims, ensuring timely and integrated responses.
  • Identify risks and emerging issues associated with claim reviews and communicate insights to project leadership.
  • Analyze claim matters, evaluate resolution options, and present recommendations related to cost, schedule, and potential legal exposure.
  • Apply consistent processes, standards, and methodologies in the management of claims and contractual issues.
  • Support financial and data analysis activities related to claim validation, entitlement assessment, and reporting.
  • Experience operating within crown corporations or government environments and familiarization with the utility industry sector would be beneficial.
Qualifications
  • 12 years of contract management work experience, performing contract management activities by applying expert knowledge of contract management practices while working effectively with cross-functional teams
  • Experience in quantifying cost and schedule impacts (Delay Analysis), validating entitlement, and preparing "decision-making" documentation for senior leadership.
  • Experience working within a Crown Corporation, a government entity, or a highly regulated utility environment.
  • Specific project experience involving large-scale excavations, cofferdams, seismic upgrades, or land-and-marine based civil works.
  • Must have class 5 Driver's License in good standing with own vehicle.
  • Education and Certifications
  • Bachelor’s degree in Business, Law, Economics, or related discipline, or equivalent
  • Certificate in Project Management, Supply Chain Management or equivalent, an asset
Additional Information
  • Occasional travel to sites - Once a month is the minimum.
  • If based out of Campbell River, frequent site visits are expected as the distance is within 25-30km.
