Right of Way Field Technician II – Burlington Electric Department

Job Overview

General

Purpose:

This position is responsible for maintaining, installing, and repairing safe and clean City streets, sidewalks, grounds, buildings, sewers, and storm drainage systems. Operates snowplow and other snow removal equipment as requested during and after snowstorms. Eligible for a $2,000 hiring bonus upon completion of the 90‑day probationary period, with quarterly incentives thereafter.

Pay Grade 15: $28.65 – $31.92 hourly

Remote Tier 1:
Zero days remote/month

Additional monetary benefits include an annual clothing allowance ($425), protective garment ($75), footwear ($300), and a wellness bonus ($400). Other benefits: low medical insurance deductibles, free dental, life insurance, pension retirement plan, short‑term disability, 4 weeks paid FMLA, 2 weeks paid vacation, 14 city holidays, a separate sick bank (capped at 15 days), onsite workout facility, discounts at local shops, and the ability to convert overtime into time off.

Potential total compensation over $79,000/year, excluding overtime.

Essential Job Functions
  • Repair and maintain streets, sidewalks, and surrounding areas; patch potholes, lay asphalt, and resurface for proper drainage.
  • Replace sidewalks and curbs.
  • Raise or lower manhole or storm drain covers.
  • Clean and clear trash, dirt, and debris from streets, sidewalks, and surrounding areas.
  • Operate, inspect, and perform basic maintenance on street division equipment: 7yd. & 14yd. dump truck, front‑end loader, sidewalk plow, backhoe, etc.
  • Clear streets, sidewalks, and surrounding areas of snow and ice; apply salt as required.
  • Locate and repair sewer and stormwater line breaks appropriately.
  • Perform seasonal street, sewer, and storm drainage maintenance duties.
  • Gather asset information using handheld computer, GPS receiver, and tablet.
  • Utilize the City’s asset management program to retrieve service requests and add notes to completed requests.
  • Unclog sewer lines and clean storm drainage basins; complete written forms and enter information in the field on tablet.
  • Act as “Ambassador” for the City, interacting with co‑workers and the public in a respectful, professional manner.
  • Perform recycling collection duties when staff numbers are insufficient.
  • Clear trash, debris, and belongings from identified homeless encampments.
  • Respond to service request notifications as assigned.

Qualifications / Basic

Job Requirements
  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities.

  • High School Diploma or equivalent and two (2) years of related construction experience (e.g., highway, sewer, and drainage construction).
  • Must possess and maintain a Commercial Driver’s License Class B with tanker endorsement.
  • Must meet proficiencies and certifications in one of these two tracks:
  • Track 1:
    Heavy equipment operator proficiency (documented) with minimum 1 year of heavy equipment operator experience or 200 supervisor‑documented hours of backhoe/excavator work in an urban environment; completion of at least one educational training specific to equipment safety, maintenance, and related skills; ongoing yearly minimum 40 additional supervisor‑documented hours and required trainings.
  • Track 2:
    Successfully complete at least 20 hours of training in leading/managing work groups or as a certified trainer; successfully complete at least 20 hours of job‑related courses in asset management, spreadsheets or another technical area; have at least 5 weeks (200 hours) in a supervisory or group leader role; ongoing yearly minimum 24 hours in a supervisory role and required trainings.
  • Complete OSHA 30 within 6 months of hire and maintain all safety trainings.
  • Ability to work in a team environment for all ROW assigned tasks.
