About us

Planning and Community Development is broken down into five divisions:
Community Development, GIS, Inspections, Long-Range Planning, and Zoning and Subdivisions.

What you will do

An employee in this class is responsible for systems analysis, programming development, maintenance, and update of the Geographic Information System (GIS) data, ensuring the GIS database is routinely backed up and ensuring database integrity and quality control. The employee is responsible for database creation, support and maintenance of the GIS data and the GIS web server and applications. Work involves updating data, creating maps, and upgrading software for the Regional GIS Partnership (ReGIS).

Work requires functioning within established guidelines. Work is performed under the supervision of the GIS Administrator and is evaluated through periodic observation, report reviews, quality and effectiveness of work completed and compliance with established policy and procedures.

Geospatial Mapping and Data Management
  • Map Creation & Analysis: Design, develop, and generate maps and graphs using GIS software (ESRI ArcGIS) and related equipment to support city departments and public requests.
  • Spatial Data Integration: Collect, analyze, and integrate spatial data from staff to determine optimal methods for visual representation.
  • Web Services & Applications: Share and manage web maps, web services, and web applications using ArcGIS Online (AGOL) and ArcGIS Portal to enhance accessibility and functionality.
System and Database Development
  • GIS Systems Design: Develop and implement systems and databases for efficient storage and access to geospatial data, ensuring data integrity and usability.
  • GPS Data Creation: Utilize GPS technology to create geospatial data, update addresses, and verify points for accuracy and precision.
Technology Management and Support
  • Web Map & Application Monitoring: Oversee the management and performance of web maps, applications, and ArcGIS Enterprise functions to ensure optimal functionality.
  • Software Installation & Troubleshooting: Install GIS software, perform upgrades, and troubleshoot issues related to GIS systems, ensuring smooth operations.
Training and Research
  • User Training: Provide training to new users on GIS software and GPS hardware, fostering proficiency and self-sufficiency.
  • Technology Research & Development: Research, test, and evaluate new GIS technologies, software solutions, and tools to enhance GIS capabilities and support organizational goals.
Additional Duties
  • Supportive Responsibilities: Perform related duties as required, adapting to changing needs and contributing to continuous improvement.
GIS Software and Tools Expertise
  • ArcGIS Proficiency: Strong working knowledge of ArcGIS Enterprise and ArcGIS Desktop for creating and managing spatial data.
  • Database Management: Experience with SDE versioned database principles, ensuring the efficient management of GIS data.
Geospatial Analysis and Map Production
  • Cartography and Visualization: Skilled in producing high-quality maps, web apps, web maps, and other GIS products to communicate spatial data effectively.
  • Data Collection and Processing: Proficient in performing GPS field data collection and post-processing to ensure accurate geospatial data.
Documentation and Interpretation
  • Technical Documentation: Ability to interpret engineer drawings, maps, plats, legal documents, and surveys, translating complex data into usable information for projects.
  • Data Organization: Capable of compiling and organizing diverse data and records, using good judgment to maintain accurate information and reports.
Communication and Collaboration
  • Effective Communication: Ability to communicate complex GIS concepts and data clearly, both orally and in writing, to a variety of audiences.

    Collaboration:

    Skilled in establishing and maintaining effective working relationships with city staff, department heads, and other employees, ensuring collaboration across teams.
Time Management and Accuracy
  • Deadline Management: Ability to organize and prioritize tasks to meet specific deadlines, ensuring that GIS projects are completed on time and within scope.
  • Pressure Handling: Demonstrates the ability to work accurately and effectively under pressure, maintaining high standards of quality and detail in all tasks.
Minimum Qualifications
  • Bachelor Degree in geographic information systems, geography, computer science or engineering and some work experience in information technology, or an equivalent combination of education and experience.
Preferred Qualifications
  • 5 years related GIS experience preferred.
  • Geographic Information Systems Professional Certification (GISP).
Physical Requirements and Working Conditions
  • Work in this class is described as light using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks.
