About us

The City of Burlington, designated as an NPDES Phase II community, received an Individual Stormwater Permit in 2007. To comply with federal and state regulations, the City implements a comprehensive Stormwater Management Plan, addressing key measures such as public education, public involvement, illicit discharge detection, construction and post-construction runoff controls, and pollution prevention for municipal facilities.

This position involves managing the City of Burlington's Stormwater Program, ensuring compliance with the NPDES Phase II Stormwater Permit. Responsibilities include planning, implementing, and monitoring program activities, addressing public complaints, and fostering community cooperation. The employee represents the Water Resources Department and Stormwater Division in interdepartmental committees, technical reviews, and plan evaluations, contributing to the City's engineering-related initiatives.

• Leads Division Operations:
  Plans, organizes, and oversees all activities of the stormwater division, ensuring efficient operations.
• Strategic Planning:
  Develops a long-term capital plan to support division goals and sustainability.
• Budget Management:
  Prepares and manages the stormwater division's annual budget.
• Interdepartmental Coordination:
  Collaborates with Water Resources divisions, Engineering, and other City departments to align efforts.
• Public Interaction:
  Addresses and resolves citizen complaints related to stormwater concerns.
• Environmental Response:
  Investigates illicit discharges, hazardous spills, and enforces the stormwater and watershed protection ordinances.
• Record Maintenance:
  Maintains essential records, maps, and official materials for stormwater ordinance administration.
• Employee Training:
  Educates City staff on good housekeeping practices for stormwater management.
• Project Management:
  Provides technical support and oversees the City's stormwater mapping initiatives.
• Community Outreach:
  Develops public education programs to raise awareness about stormwater management.
• Utility Development:
  Assists with the administration and ongoing enhancement of the stormwater utility.
• Regulatory Compliance:
  Ensures adherence to Federal and State environmental laws, including the Clean Water Act and Jordan Lake Rules.
• Legislative Monitoring:
  Reviews and addresses potential impacts of state and federal legislation on City operations.
• Reporting and Documentation:
  Prepares detailed monthly and annual reports on stormwater activities and compliance.
• Citizen Engagement:
  Handles public inquiries with professionalism, providing effective solutions and guidance.
• Regulatory Representation:
  Represents the City at hearings, meetings, and legislative discussions on stormwater regulations.
• Additional Duties:

• Bachelor's in an Environmental Science, Stormwater Management, Civil Engineering or a related engineering discipline or an equivalent combination of experience and education.
• Valid North Carolina Driver License

• Stormwater SCM Maintenance & Inspection Certification, or ability to obtain within one year of employment.

• Stormwater Reviewer Certification, or ability to obtain.
• Surface Water Identification Training and Certification, or ability to obtain.
