Description Overview

The Smithsonian Astrophysical Observatory (SAO) is at the forefront, internationally, of the scientific exploration of the universe. SAO combines its resources with those of the Harvard College Observatory to form the Harvard‑Smithsonian Center for Astrophysics (CfA), a leading astrophysics center. The SAO research objectives are carried out primarily with government and Smithsonian Institution funds, supported by grants and contracts.

Position Summary

This position is for the Operations Control Center (OCC) Manager of the Chandra X‑ray Observatory within the High Energy Astrophysics Division. The OCC Manager is responsible for and supervises all aspects of ground support operations for the Chandra Observatory, coordinating the Ground Operations, Integration, and Facility Support Teams and overseeing the OCC Data System.

Major Duties
  • Support acquisition and maintenance of hardware and software, coordinating deployments to minimize operational impact.
  • Manage teams of computer hardware and software specialists, creating schedules, allocating resources, and ensuring deliverable software meets scientific user needs.
  • Provide overall human resources management for the Technical Specialists team, including planning work, setting priorities, conducting performance reviews, hiring, and approving leave.
  • Interface with OCC, Flight, and Science Operations staff to obtain system requirements and develop testing schedules.
  • Direct team leaders in developing specifications, designs, and implementation of complex programs and hardware supporting scientific data analysis.
  • Develop and manage OCC contracts for ground system hardware and software, tracking changes to avoid impact on flight operations.
  • Oversee integration of the OCC data system, supervise regression testing, and coordinate with MSFC and contractors.
  • Manage OCC non‑scientific staff, oversee training, and ensure readiness for contingencies.
  • Coordinate reconfiguration needs with the Flight Operations Team and ensure effective data system operation.
  • Participate in training activities and development of operating and maintenance procedures.
  • Provide performance standards evaluation, approve leave, and manage console operator training.
Qualification Requirements

Basic Requirements: Candidates for grade 13 must possess at least one year of specialized experience at or above the grade 12 level in similar positions, such as assisting in the operations of a significant facility (budget $1,000,000+) or a secure facility, or experience with project management techniques.

Candidates for grade 14 must possess at least one year of specialized experience at or above the grade 13 level, including supervising three or more employees.

Candidates for grade 15 must possess at least one year of specialized experience at or above the grade 14 level, including project management and supervision of three or more employees.

Knowledge, Skills, and Abilities:

  • Knowledge of management techniques and procedures for groups of 10‑20 people.
  • Knowledge of ground systems hardware and software used in support of spacecraft missions.
  • Knowledge of software tools used in ground support systems.
  • Skill in oral and written communication, including preparation of clear reports for CXC and NASA Management.
  • Basic knowledge of database software, scripting, programming in modern languages, and the software development life cycle.
