Position: PROGRAM SPECIALIST 3 (project)

Overview

This is a project position currently funded through June 30, 2027.

The Opportunity:

The Washington State Criminal Justice Training Commission (WSCJTC) is hiring a Program Specialist 3 to support the State Crisis Intervention Program (SCIP) grant. This role serves as the central liaison between subject matter experts (SMEs), curriculum developers, and training implementation teams. The Program Specialist 3 will ensure seamless coordination, documentation, and tracking of all deliverables associated with SCIP grant. This position is critical to ensuring training initiatives are aligned with legislative mandates and statewide strategic goals.

Duties assigned to this position
  • Serve as the central point of contact for work outlined in the SCIP grant ensuring coordination across SMEs, curriculum, and training teams.
  • Monitor SCIP grant activities to ensure alignment with established program goals and parameters.
  • Track, follow up, and report status toward project goals and timelines for deliverables ensuring compliance with milestones.
  • Liaise with criminal justice agencies and impacted community groups (victims of related crimes, firearms retailers, etc.) to gather feedback aligning with statutory requirements.
  • Maintain detailed records of grant-related activities, including model policy documents, curriculum development materials, records of training delivery, budgets, and other regulatory compliance records.
  • Assist with the development of communication materials such as FAQs and the WSCJTC SCIP webpage and toolkit.
  • Assist with development, editing, testing, and review of courses during construction. Compile, organize, and review material for course and content creation, including mandated training for law enforcement, prosecutors, and 911.
  • Compile research material, literature reviews, and synthesize information from academic studies for review by SMEs to supplement and/or cite content for curriculum development.
  • Ensure proper citation and usage permissions for all training materials; obtain approvals or initiate purchases as needed.
  • Receive, log, and maintain records in accordance with the Public Records Act, state of Washington and agency specific retention schedules, and agency policy.
Required Qualifications /Experience
  • Bachelor’s degree in business administration, public administration, criminal justice, law and justice or similar/related from an institution of higher learning accredited by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.
  • At least six (6) years of professional experience within federal, state, or local government in positions requiring project management.
  • At least ten (10) years of professional experience within federal, state, or local government in positions requiring project management.
  • At least two years of experience in technical writing.
  • Two (2) years of experience in positions requiring execution planning and coordination.
  • Two (2) years of experience in positions requiring professional level communication including drafting verbal communication plans and written materials for diverse audiences.
  • Demonstrated experience in positions requiring strong customer service skills and building positive professional relationships necessary to establish and foster effective working relationships with internal and external partners and students.
