ResponsibilitiesUnder general direction, to organize, plan, develop, coordinate, evaluate, and promote a variety of cultural arts and community programs and activities with broad scope and complexity; administer cultural and community arts program areas; and perform related work as required. Proposes, organizes, schedules, and supervises activities for cultural and community program area(s), including staffing, facility management, technical and administrative functions, relations with cultural organizations and the general public;
supervises, plans, organizes, directs a comprehensive offering of arts, cultural, and community programs and activities; administers cultural and community arts program areas that include City grant programs to non‑profit organizations and artists including facilitation of review panels, grant fund distribution, and monitoring; applies for local, state and federal grant funding; plans and coordinates cultural and community events; manages arts, cultural, community, and art facilities and spaces;
serves as a subject matter expert and advisor on arts and cultural policy for the department; represents the City in high‑level meetings with stakeholders, including elected officials, developers, community partners, and external funding agencies; coordinates and supervises public art; manages the Cultural Arts social media accounts and ensures content is accurate; coordinates development of monthly arts e‑newsletters and marketing flyers;
makes community outreach presentations to cultural arts organizations, community groups, and residents to gather support and encourage community participation in the City’s arts and culture programming; keeps abreast of cultural trends and develops programs and activities accordingly; identifies new art programming opportunities and explores potential resources for assigned program area(s); serves as a liaison to any arts and/or culture/cultural committees, commissions, and/or boards as assigned;
prepares agendas, gathers and distributes information, and submits minutes; plans, organizes, and conducts collaborative efforts within City departments, school district, local colleges, business community, non‑profits, and community organizations or agencies; attends meetings and conferences; prepares and presents a variety of written and oral reports to City Council, boards, and other community agencies; monitors, prepares, and manages arts contractual agreements including: assistance with the preparation of department arts and/or culture/cultural Requests for Qualifications (RFQ), Requests for Proposals (RFP), Solicitation of Artists, and cost estimates;
assists in reviewing bids and recommending contract awards; works with contractors to resolve issues/concerns and oversees projects; monitors related program contracts and budgets, including requesting and overseeing payments; exercises independent judgment and discretion in the planning, budgeting, and execution of programs and services; directs the planning and coordination of capital improvement projects related to cultural and community arts facilities and public art installations;
participates in the development, implementation, and coordination of departmental, divisional and sectional budgets; leads the development and implementation of departmental cultural, program strategies, and operational procedures in alignment with City goals and community needs; develops and implements departmental policies and procedures, ensuring alignment with applicable laws, regulatory requirements, and City administrative guidelines; maintains records and documentation in accordance with legal and auditing standards;
