Position: PRINCIPAL TECHNOLOGY PRODUCT MANAGER

Under general direction, to perform a wide variety of professional duties in the planning, deployment, and support of complex technology products, architectures, and ecosystems throughout their life cycles to ensure business goals are met and stakeholder satisfaction remains high; participate in enterprise architecture planning; define and maintain technology product roadmaps; support overall strategy and business goals; and perform related work as required.

Performs a variety of planning, research, analytical, stakeholder coordination, process improvement, project management and solution design duties to facilitate development, deployment, and lifecycle management of technology solutions, architectures, and ecosystems to meet business, operational, and public service goals efficiently and effectively; serves as escalation for support activities; works with key business stakeholders, leadership, relevant experts, and other team members to research business and customer needs, define problems, ideate, prototype, test, and implement solutions;

designs and improves business processes; evaluates methods of improving citizen experience, and the delivery of City services, and the efficiency and cost effectiveness of business, technical, and operational processes; prepares and maintains accurate reports and records, both manually and electronically; clearly communicates technology product requirements through epics, stories, and other pertinent documentation; applies Agile development methodologies to deliver technology solutions and business value;

supervises, trains, and evaluates employees; makes effective recommendations regarding hiring, promotions, transfers, and disciplinary action as needed up to and including termination; drives on City business.

Employment Standards:

Knowledge of an expert level understanding of current business management theory, concepts, and techniques for process and customer experience improvement, including design thinking, benchmarking, and process reengineering; an expert level understanding of Agile software development methodologies, values, and procedures; leading design, development, and implementation of software and hardware solutions, systems, or products; an expert level understanding of software development lifecycle methods and standard;

organizational development platforms and languages; software delivery and testing practices and techniques; an expert level understanding of principles and techniques of general and technical business writing; principles and practices of sound personnel management and supervision; spelling, grammar, and punctuation.

Skill in operating modern computers and related software.

Ability to develop conceptual frameworks and apply sound technology for the solution of operational and service delivery problems and issues; define and develop technology product, architecture, and ecosystem strategy and roadmaps; lead cross‑functional teams and build consensus; understand business needs and work collaboratively with business stakeholders and team members; facilitate software backlog maintenance; set priorities and balance responsibilities for multiple complex initiatives;

communicate effectively, both orally and in writing; prepare, maintain, and accurately complete records; establish and maintain effective working relationships with supervisors, fellow employees, and the public.

Education/Training:

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City.
