Position: DIRECTOR, ENGINEERING AND PROPERTY

WORK OBJECTIVE

This position is responsible for all activities and programs of the Engineering, Facilities, and Property Departments. Responsibilities for the Engineering Department include assigning and prioritizing projects; preparing the capital project program; deciding on consultant assignments; organizing the Department to meet and objectives; and coordinating with external agencies. Responsibilities for the Facilities and Property Departments include setting goals; administrative and managerial oversight of work planning;

safety; organization; construction and maintenance programs; and personnel items. This position primarily works independently to deliver services to the NFTA’s internal customers, specifically the Aviation, Surface (Metro) and Property business centers. The direct reports include a Design Manager, a Construction Manager, Electrical Engineers (2), a Facilities & Property Manager, an Administrative Assistant, and their staff. Work is reviewed periodically by the Vice President, Capital Delivery & Support Operations to ensure agreement.

ESSENTIAL

FUNCTIONS
  • Prepare, prioritize, and monitor the Department budgets.
  • Support the business centers’ annual and multi-year budget preparation and monitoring.
  • Establish and manage design, construction, and maintenance projects’ objectives, scope, budget, and schedules.
  • Develop project cost estimates.
  • Plan short-term and long-term capital improvement projects.
  • Determine necessary resources to accomplish workload.
  • Provide technical direction and advisement to capital and maintenance projects.
  • Provide predictive and preventative maintenance direction and advisement to the business centers.
  • Ensure staff compliance with NFTA policies.
  • Ensure that projects, facilities, and properties meet safety standards and operational requirements.
  • Comply with NYS building code and all related local, state and federal regulations.
  • Communicate and coordinate work with local, state and federal agencies.
  • Support the NFTA’s Grants Department with applications, reporting and meetings.
  • Comply with all funding sources’ procurement requirements.
  • Participate in labor negotiations and grievance responses.
  • Establish and implement NFTA strategic initiatives.
  • Review and approval of tenant modifications to NFTA facilities.
  • Process, review and approve design and construction contracts, progress payments, change orders, progress reports and control procedures.
  • Negotiate contracts and resolve contract disputes.
  • Resolve conflicts among staff.
  • Manage, administer and monitor consultants and construction contractors including contract change.
  • Develop and maintain effective working relationships with all NFTA departments and business centers.
  • Prepare, interpret and utilize engineering plans and specifications.
  • Assure all work is accomplished with Quality Assurance & Quality Control (QA/QC).
  • Oversee the Facility Maintenance Department’s repair work, preventative maintenance, staffing and overall service to the Buffalo and Niagara Falls airport terminals and related facilities.
  • Oversee the Property business center’s department operations, budget, leases, land inventory, space allocation, capital investments and business plan.
  • Perform additional duties and tasks as required.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Knowledge of mechanical, electrical, plumbing, civil and structural engineering and architectural principles, codes, and terminology.
  • Ability to direct and support resources for design and construction of engineering/architectural projects as well as maintenance activities.
  • Ability to direct and support resources in preparing projects’ scope, schedule, budget and cost estimates.
  • Ability to prepare reports and present programs and ideas in both written and oral formats.
  • Ability to establish and maintain effective working relationships with NFTA leadership, state and federal regulators, contractors, engineers, employees, and others.
  • Ability to negotiate with consultants and contractors.
  • Thorough knowledge of facility maintenance, including preventive maintenance procedures and programs.
  • Ability to address new and/or complex situations for which there are no specific established guidelines.
