Director of Information Technology - BMHA (PROVISIONAL)

RESIDENCE: Residence is a requirement for all positions. In the absence of clear and convincing evidence to the contrary, an applicant shall be deemed a non-resident if he/she cannot show ninety (90) days of continuous and uninterrupted residence in the City of Buffalo prior to filing application.

The Director of Information Technology is responsible for organizing, directing, and coordinating the development, implementation, and evaluation of a computerized management information system. The incumbent designs a system to coordinate and monitor departmental operations in such areas as computer applications, operational problems, strategic planning, and programmatic functions. He/she analyzes and directs the organization to develop methods and procedures aimed at identifying means for improving efficiency and effectiveness.

Work involves the development, implementation, and overseeing of computer applications which include systems analysis and design. A high degree of analytical judgment is required in analyzing and evaluating, finding and making recommendations, as well as a vast knowledge of information systems. Work is performed under supervision from higher-ranking administrative staff. Supervision is exercised over professional, technical and clerical support staff assigned.

  • Designs, plans, organizes and directs the development, implementation and evaluation of a computerized management information system including databases and programmatic functions;
  • Oversees hard and soft application of all systems software;
  • Supervises maintenance of the system;
  • Evaluates equipment hardware and software acquisition;
  • Works with consultants and vendors on equipment problems;
  • May train, assign and coordinate the work of personnel staff;
  • Ensures prompt feedback to users of computer services;
  • Plans, organizes and directs activities including constant review of ongoing projects and development of operating policies;
  • Confers with administrators, managers and higher-ranking personnel regarding computer applications, informal needs, service requirements, operational problems, strategic planning and changes in operating procedures;
  • Studies organizations and methods of procedures aimed at identifying means of improving efficiency and effectiveness;
  • Maintains professional growth development through seminars and workshops to keep abreast of the latest trends in the field;
  • Projects future capacity of the system and evaluates systems operating needs;
  • Participates in meetings and prepares reports as required;
  • Performs related duties as required.
Minimum Qualifications
  • Promotional: Applicants must have continuous and permanent status in the Board of Education as a Manager of Systems Operations for one year.
  • Open Competitive: Master’s Degree from an accredited institution in Management Information Systems, Computer Science, or related fields, and two years of full-time administrative or supervisory experience in the electronic data processing field; one year involved the design and/or development of electronic data processing management information systems.
  • OR Bachelor’s Degree from an accredited institution in Management Information Systems, Computer Science, or related fields or Business or Public Administration, and four years of full-time administrative or supervisory experience in the electronic data processing field; one year involved the design and/or development of electronic data processing management information systems.
