Overview
Personal Financial Counselor - Army National Guard, Buffalo, NY. This role provides personal financial services at assigned military installations and supports service members and their families with counseling, education, and resources within scope of the program. The PFC works with installation leadership and POCs to ensure program effectiveness and alignment with installation needs.
Responsibilities- Provide personal financial counseling and management services directly to service members and their families.
- Assist service members in establishing a spending plan for extended absences.
- Develop and make available informational financial materials for service members and families.
- Coordinate, publicize and deliver Personal Financial Management classes/workshops across the military lifecycle (e.g., arrival at first duty station, pre- and post-deployment, and events per DoDI 1322.34).
- Respond to requests for age-appropriate classes or seminars.
- Utilize virtual counseling or other electronic modes of communication (web-based, secure online chat, video-based) as appropriate; virtual PFC support may require authorization from the OSD FINRED Program office.
- Manage duty-to-warn situations according to DoD protocol.
- Communicate with leadership and participate in regular supervision, sharing trends and issues relevant to assigned installations.
- Participate in regular in-services/training, quality improvement committees, or other contract activities as assigned.
- Other duties as assigned.

- Bachelor's degree required. May consider an associate degree plus 4 years' experience in lieu of a bachelor’s degree. May consider a high school diploma plus 6 years' experience in lieu of a bachelor’s degree.
- 3+ years of financial counseling experience.
- Must be a U.S. citizen and fluent in English. If required by contract, bilingual in English and Spanish.
- Ability to obtain a favorable adjudication for a Tier 2 investigation.
- Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
- One of the following certifications:
Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
